Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Advanced Research Program (ARP), plans to procure on a sole source basis with the University of Minnesota, Division of Health Management & Policy, School of Public Health, 420 Delaware St., SE, Minneapolis, MN 55455 for technical support for the SEER Medicare data users. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance shall be for twelve months. The purpose of this acquisition is to procure technical support to promote high quality scientific work using the SEER-Medicare data. The SEER-Medicare linked data base is a major national resource for conducting cancer-related health services research and health economics studies. The data resource is unique, coordinated by NCI with data contributed by the Center for Medicare and Medicaid Services and NCI's SEER program of cancer registries. The contractor shall review requests for SEER-Medicare data, review SEER-Medicare publications for confidentiality concerns, address questions from researchers interested in using the SEER-Medicare data, and provide a 2 full day training session in the Washington DC area for researchers who want to learn more about these data. The contractor shall have at least 10 years of experience using the SEER data and Medicare claims. The contractor shall also have at least 5 years experience responding to questions from other researchers related to the use of these data sources. The project director for this contract shall hold an MD or PhD degree with at least 10 years experience in health services research. The project director shall also have a demonstrated record of independent research as evidenced by at least 50 peer-reviewed publications. The Center for Medicare and Medicaid Services (CMS) has awarded a contract to the University of Minnesota to operate the Research Data Assistance Center (ResDAC). ResDAC is a unique resource that has been in existence for more than a decade. In earlier years, ResDAC was funded by the Center for Medicare and Medicaid (CMS) services to process requests for Medicare data and to provide technical support for investigators who want to use the Medicare and Medicaid data for research. However, CMS has reduced the level of effort in the ResDAC contract and now ResDAC is only assisting researchers with requesting Medicare data. They are no longer offering technical assistance, which is a critical need for NCI. Despite reduced funding from CMS, the University of Minnesota ResDAC remains the only existing entity with which expertise in the Medicare and SEER-Medicare data that is equipped to offer technical assistance with these data. The University of Minnesota staff have led numerous training courses on using the Medicare data and the SEER-Medicare data for research purposes. The University is nationally recognized in the use of Medicare and SEER-Medicare data for cancer-related health services research. The University of Minnesota and the staff of the ResDAC have the unique skills needed to lead this contract because of their vast experience with Medicare claims, knowledge of the SEER data, and experience in assisting researchers who want to use these data. The University of Minnesota ResDAC remains the only existing entity with which expertise in the Medicare and SEER-Medicare data that is equipped to offer technical assistance with these data. There are no other known institutions or investigators who have the depth of experience, capacity, and expertise needed to provide these services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 14, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
