Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Cell Production Laboratory plans to procure on a sole source basis with University of Leeds, Leeds Institute of Genetics, Health, and Therapeutics, Molecular Epidemiology Unit, LIGHT Laboratories, Clarendon Way, Leeds, LS2 9JT for measuring aflatoxin exposure using the AFB1-albumin adduct method in samples from the NCI's NIT and Thinker studies. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $23M. Period of performance is September 15, 2011-September 14, 2012. Environmental aflatoxin exposure can be most accurately measured by way of measuring the aflatoxin adduct AFB1. The LIGHT Laboratory of the University of Leeds has developed a method of measuring the AFB1 adduct by extracting albumin from the plasma, digesting albumin with pronase, isolating the AFB1 adduct using a Sep-pak column, and then analyzing the AFB1 adduct via an ELISA assay. This antibody is not commercially available and was developed by the LIGHT laboratory of the University of Leeds. The LIGHT Laboratory has shown that this method has high sensitivity, specificity, and reproducibility in several published validation studies. This method has a detection limit of 0.7 picograms of AFB1 per milligram of albumin which is lower than other methods. Such exquisite sensitivity is needed for NCI's study. Finally, this method requires only 250 microliters of plasma. It is not possible to use other methods which require higher amounts of serum. The LIGHT Laboratory also possesses the throughput necessary to test 415 samples over the time period of this procurement. Over the past 15 years, University of Leeds has successfully used this assay to measure environmental aflatoxin exposure in numerous epidemiologic studies. The LIGHT Laboratory of the University of Leeds has extensive experience testing for aflatoxin exposure in different parts of the world, including parts of Africa and China. This experience and the associated results are necessary in order compare the prevalence of exposure in Linxian with populations in other parts of China and rest of the world. Finally, the NCI has used University of Leeds to measure aflatoxin exposure from the NIT study previously. In order for NCI's results to be comparable with these previous data, NCI needs to use the same laboratory. The University of Leeds LIGHT Laboratory is the only known source that can measure environmental aflatoxin exposure in plasma with the sensitivity, specificity, and throughput necessary to meet the NCI's needs. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 14, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
