Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Market Research is being conducted to seek qualified contractors other than PALL AEROPOWER CORPORATION with the skills, knowledge, and resources required to transition new workload to Hill Air Force Base, Utah. The Government is seeking qualified contractors who can provide Advisory & Assistance (A&AS) Engineering Services to prepare the 309th depot for new workload activation in the repair and overhaul of C-17 Landing Gear Hydraulic Filters. The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source request for proposal to PALL AEROPOWER which has supported the Air Force in this capacity in the past. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The government intends to award a contract that provides A&AS engineering services to assist the Air Force in making a complete transition to organic capability in the sustained repair and overhaul of C-17 landing gear hydraulic filters. The work will entail two phases: Phase I to develop a GAP analysis of PALL AEROPOWER's testing and repair processes to be accomplished into the 309 CMXG shops. Develop a workload activation milestone with 309 CMXG input. Phase II is to perform the workload activation, resulting in a "turn-key" operation. This will deliver the repair and testing processes, facilities requirements, common and specialized tooling, provide all equipment, furnish technical data based on proprietary specifications, furnish repair parts, and provide testing and repair training. PALL AEROPOWER is the only known source that has the requisite equipment expertise of executing these services with the OEM parts, tooling, and processes that will be used by the 309th Commodities Maintenance Group (CMXG). Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and equipment specific and expertise response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to procure OEM equivalent parts and the proprietary tooling used on C-17 landing gear hydraulic filters. (2) They possess the necessary knowledge, experience and technical capability of providing standard repairs and maintenance of C-17 landing gear hydraulic filters. (3) And they have the capability and demonstrated experience to integrate and train the testing and repair processes. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Questions will be accepted electronically directly from the requestor.   AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Kevin Flinders, by email at kevin.flinders@hill.af.mil or 801-777-6549. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
