- This SOW is for informational purposes only. The SOW for the RFP may differ from what is posted. The Solutions for Intelligence Rapid Technical Collection Support (RTCS) IDIQ is envisioned to provide the Defense Intelligence Agency (DIA) with rapid contractual support to urgent, sensitive operations for technical collection of intelligence across the Irregular Warfare (IW) mission area encompassing any combination of phenomenologies and techniques for material sampling, radio frequency (RF), radar, electro-optical, geophysical, nuclear radiation, biometrics, and cross-cutting technology areas (not all inclusive). The IW mission area when combined with the aerospace, ground, and littoral/maritime domains becomes IW sub-categories or sub-mission areas (IWA, IWG, and IWL). The RTCS IDIQ is also envisioned to serve as an umbrella vehicle to execute less time-critical procurements, research and development and demonstrations across the same sub-mission areas. The RTCS IDIQ is envisioned to be a Research and Development five (5) year Multiple Award vehicle for the aforementioned areas. The attached Statement of Work (SOW) is an umbrella SOW for the overall IDIQ requirements and scope. Each Task Order (TO) or Delivery Order (DO) will have a more explicit detailed SOW for those specific requirements that fall in the scope of the umbrella SOW.
