Description
Flame resistance requirements and additional attributes requirements To promote early exchange of information with industry in accordance with FAR 15.2 Naval Air Systems Command, Aircrew Systems (NAVAIR-PMA202) of Patuxent River, Maryland is issuing this Requst for Information (RFI). NAVAIR is requesting information is seeking to identify qualified sources to provide flame resistant, moisture management fabrics for the Improved Flight Deck Jersey (IFDJ), with the intent to supply these items to Navy and Marine Corps flight deck personnel. The IFDJ fabric capabilities are needed to improve performance and safety in all operational environments and provide flight deck personnel the enhanced capability to remain mission capable without negative physiological effects due to the environment or Personal Protective Equipment (PPE) being worn. After review and initial physical test evaluation of industry submissions, the most promising fabrics may be down selected and subjected to additional physical testing. Submitted materials must meet the initial Key Performance Parameters (KPP's) of the Vertical Flame requirements. It is desired that submissions also meet the additional performance attributes identified below. All KPP requirements are listed in Table 1. The materials shall meet or exceed as many of the Additional Attribute requirements as possible. Materials must pass the first phase of tests listed in Table 1 in order to be considered for testing of Additional Attributes referenced in table 2. Submittals shall also provide improved moisture wicking, fast drying and breathability as compared to fabrics currently used for the flight deck jersey. Out of the passing candidates, the top performers in each category will be considered for use in the IFDJ. Testing of garments in accordance with ASTM F 1930 for a 3 second exposure will be conducted for candidates selected for fabrication into IFDJ sample shirts. The requirement for passing this test is having an average predicted body burn less than or equal to 22 percent. The IFDJ will be available in 7 colors. The colors of the finished cloth shall approximate the color chips referenced under the following color chip numbers in accordance with FED-STD-595: White/37925, Blue/35095, Green/14193, Yellow/33655, Brown/30108, Purple/37100 and Red/31350. Dyes and compounds containing elementary sulfur capable of oxidation to sulfuric acid shall not be used. The cloth shall not present a health hazard (non-toxic) and shall show compatibility with prolonged, direct skin contact. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used. Compliance can be demonstrated with historical data. End item wear and comfort: The material shall have a comfortable hand feel and be non-irritating to the skin of the flight deck personnel; it shall not cause distraction to flight deck personnel resulting from irritation. The IFDJ shall resist ripping or tearing and it shall resist staining from contact with common molds and fungus, petroleum, oils, and lubricant products, tars, and surfactants. The IFDJ shall require minimum care and maintenance and shall maintain its protective properties through 50 launderings. Optimally, the shirt shall provide an electrostatic discharge capability. The IFDJ shall provide a minimum service life of 180 days of flight deck use. Potential offerors are invited to describe their capabilities to provide the product as described herein. Product information shall be submitted at no expense to the Government and will not be returned. All submissions will receive email conformation of arrival but only down selected materials will receive further results and communication from NAVAL AIR SYSTEMS COMMAND. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state whether their product is available commercially. In addition, pursuant to 10 U.S.C. 2533a, vendors must certify their product is Berry Amendment compliant - manufacturers must list the origin and place of manufacturing operations of all components. The North American Industry Classification System (NAICS) codes for this acquisition are 315211 Men's and Boy's Cut and Sew Apparel, 424320 - Men's and Boys Clothing and Furnishings Merchant Wholesalers, and 424330 - Women's, Children's, and Infants Clothing and Accessories Merchant Wholesalers. Firms may register with CCR at http://www.ccr.gov.) 3) Statement of capability demonstrating background, experience, skills, ability and availability to fulfill the Government's requirements described herein, to include recommended improvements. This can also include current or past performance of providing this or similar products to the Government. 4) Estimated cost, typical delivery schedule, and anticipated volume discounts. 5) If applicable, a description of currently available commercial products, as well as the ability to modify existing products or develop new products that could meet the requirements described herein. 6) Independent, certified laboratory data demonstrating that the basic material meets the specified requirements. Interested manufacturers are requested to submit 3 yards of untreated, undyed fabric and 5 yards of the basic fabric in each of the 7 colors as well as verifiable, independent, certified laboratory data demonstrating that the basic material meets the specified requirements. These items will be used for preliminary user evaluation of the fabric and may be subject to further laboratory testing to verify submitted lab results.
