- Contracting Office Address Department of Health and Human Services, Office of Acquisition Grants Services, 5630 Fishers Lane, Rockville MD, 20877 Description The Food and Drug Administration is soliciting for a Table Top Scanning Electron Microscope with EDX unit and Image Acquisition Software. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This action is full and open competition. (ii) The solicitation number is, 11-223-SOL-00139. This solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52, May 31, 2011. (iv) This is a firm fixed price requirement. All responsible sources may submit a quote which shall be considered. The associated North American Industry Classification System (NAICS) Code is 334516. Deliverables: - The system will include: Tabletop/Benchtop Scanning Electron Microscope with a X Ray acquisition and with a PC Computer, software, set up training and one year warranty parts and labor. - -System must include a PC computer - -System must include software for PC based operation of the SEM - -System must include IQ and OQ - -System must include training for up to 10 analysts - -System must include at least 30,000x magnification - -System must be able to handle specimens that are 70mm (diameter) x 50mm (height) or larger - -System must be equipped with a dedicated EDX system - -System must include software that performs image acquisition, X-ray spectrum viewing, and that measures length and area - -System must be capable of at least 15 kV acceleration voltage - -System must be compact and portable with main unit dimensions no larger than 400mm (width) X 700mm (depth) X 600mm (height) - System must have a chamber venting time of 1 minute or less Specifications: -Microscope: Unit Specifications: 15-30,000 magnification. -5 image modes: standard, topo, composite, shadow and charge suppression mode. -Standard and STEM (with EDS reflector) imaging -0-90 degree tilt -Touch screen and mouse control -Pre-centered cartridge filament electron gun. -Acceleration voltage 5, 15kV with variable current adjustment -sample size 70mm (W) x 50mm (H) -X/Y traverse 35 x 35mm -High sensitivity semiconductor BSE detector. -Auto start, focus and brightness -Image format jpeg, tiff BMP -Data display includes micron marker, micron value, date and time -Image number comments Silicon Drift Detector/X ray acquisition -Active detector area:30 mm2 -Element range: Boron (5) - americium (95) -Energy resolution: 154 eV (for Cu Ka) 135 eV (for Mn Ka) -Stable up to: 60,000 cps output -Internal detector temp: -25C -Cooling method: Peltier cooling (no fan, no LN2) -No detector warm up needed durig venting/sample changing Imaging: -Spot mode -Spectrum acquisition at a single spot on the sample surface -Automatic element identification starting from Boron (5), interactive element ID for advanced users -Accurate element quantification (atomic %, weight %, normalized, un-normalized results, error margin) during acquisition -Display of results as table or graphic Line scan mode: -Spectrum acquisition along a line of freely selectable length and position -Display of coloured concentration profiles for any number of elements along the selected line Mapping Mode: -Sprectrum acquisition within a rectangular of freely selectable size and position -Display of coloured concentration distributions (element maps) for any number of element within the selected area -Overlay of any number of single element maps to visualize sample composition An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required representations, or reject the terms and conditions of the solicitation, may be excluded from consideration. FOB Point Destination, with services on-site. Contract type: Commercial Item-Firm Fixed Price. Simplified procurement procedures will be utilized. (vi) The period of performance: Delivery is required 90 days after receipt of order (ARO). FOB Point of Delivery for Services and Supplies provided will be the Food and Drug Administration, 19701 Fairchild, Irvine CA, 92612 (vii) The provision at FAR 52.212-1 Instructions to Offerors- Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. (viii) The government is not responsible for locating or securing any information, which is not identified in the submission. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustration, drawings, or other information) necessary for the government to determine whether the product meets their requirements. (ix) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-1, 52.225-3, 52.225-13, and 52.232-33. CCR Requirement-Company must be registered on Central Contractor Registration (CCR) before an award could be made to them.
