- GUARDIAN ANGEL AIR-DEPLOYABLE RESCUE VEHICLE (GAARV) REQUEST FOR INFORMATION (RFI) 29 June 2011 PROGRAM SUMMARY: The Aeronautical Systems Center (ASC), Battlefield Airmen Branch (BA) is soliciting information to identify possible sources to provide an air droppable vehicle capable of maneuvering over adverse terrain in order to search for and recover isolated personnel (IP) and/or equipment, while also providing the capability of transporting the recovery team and the IP from an area of high threat to a defendable location for recovery by aircraft or self recovery to the final destination. The GAARV will be able to be deployed and recovered using airdrop, rapid on/off load, or sling load techniques, by most existing and future fixed wing and heavy lift rescue aircraft. The all-terrain capability inherent to the GAARV will also make this vehicle highly suited to hurricane response and other humanitarian relief operations by allowing teams to traverse streets flooded up to 3 feet of water and piles of debris. The increased cargo capacity of the GAARV will provide the ability to transport medical and extrication equipment, in addition to extra supplies for survivors and the rescue team into the locations where it is needed most urgently. This Request for Information (RFI) is issued for information purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government's use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this RFI. The information provided may be used by the AF in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response. PLEASE ADDRESS THE FOLLOWING: 1. Do you currently have a production vehicle capable of transporting four operators/crew members and a minimum of two litter patients in supporting Personnel Recovery missions? 2. If a current production vehicle is available, who is your customer and how many production units have been produced? 3. If your current production vehicle does not address a majority of the areas listed below, approximately how long would it take to achieve a production ready asset that does address the areas below? 4. How is your production vehicle being maintained by your customer? 5. Provide information on your production vehicle's capability for each of the questions listed below. If you have multiple vehicles you would like to submit for information, provide answers to all the RFI questions as they relate to each vehicle. Basic Vehicle Information 1. What is the maximum gross vehicle weight and curb weight of your vehicle? 2. Is your vehicle able to drive on/off and be internally transported by military aircraft (fixed/rotary wing) and if so, which aircraft? If your vehicle can be transported on military aircraft has it been tested/certified? Which aircraft is it certified on? 3. Is your vehicle able to be inserted by parachute from a military aircraft (fixed wing)? Has it been tested/certified? If so for which aircraft? 4. What is the capacity and seating configuration for the crew/operators? What is the litter capacity/configuration? Does the crew seating space easily accommodate larger crew members while carrying operational gear? 5. Is there more than one egress route for all seated positions and how quickly does it take to exit the vehicle? 6. What are the horizontal and vertical fields of view (in degrees) from each crew position? 7. Describe in what degree slope your vehicle can ascend/descend, traverse, stop and continue on primary road surfaces? 8. Describe in what degree slope your vehicle can ascend/descend, traverse, stop and continue on hilly to mountainous terrain? 9. What is the maximum water depth the vehicle can drive through without a fording kit? With a fording kit? 10. What is the stopping distance on a paved road when traveling at 20 mph Can the vehicle continue to operate if one axle is broken/non-functioning? At what maximum speed? 11. What is the minimum turning radius of the vehicle? 12. Describe the storage capacity and locations on the vehicle. 13. What is the maximum safe speed over primary roads? 14. What is the maximum travel distance from one tank of fuel? 15. What is the minimum acceleration time from complete stop to 30mph? 60 mph? 16. Does the vehicle have towing capability? If so, list the maximum towing weight. 17. Is the vehicle qualified to operate on US roads? 18. Provide information on the vehicle rollover protection characteristics. Does the rollover protection cover all crew members and litter positions on/in the vehicle? 19. What is the maximum height the vehicle is able to step up or down over an obstacle unassisted at the Maximum Gross Vehicle Weight while starting at a 90 degree angle to the obstacle? Electrical Power and Lighting System 1. What amperage, voltage and total watts are generated by the on-board alternator? 2. What status displays are included in your vehicle and are they waterproof or water resistant? 3. Are the driving, instruments, and warning lights compatible with NVGs (Night Vision Goggles)? Force Protection 1. Is your vehicle capable of employing mounted weapons and what is the degree of fire with and without litters? 2. Does your vehicle allow seat-belted crewmembers the ability to reach and employ their personal weapons? Environmental 1. What are the temperatures ranges that your vehicle can operate in? Cold start? Two (2) paper copies should be submitted to the program office as outlined below. Respondents should limit submissions to 20 pages or less. Respondents who submit proprietary data shall clearly mark the data with appropriate markings on the cover sheet and on each applicable page. The Government will not be awarding a contract on the basis of this RFI. The Government plans to compete this effort. Responses to the RFI will not be returned.
