Description
NASA/NSSC plans to issue a solicitation/Request for Proposal (RFP) under the SmallBusiness Technology Transfer Program.The NASA STTR program is conducted under the authority of the Small Business TechnologyTransfer Program Reauthorization Act of 2000. It is designed to provide small businesseswith opportunities to compete for federal research and development awards and tostimulate the commercialization of the resulting technology. Eligible small businessesalong a nonprofit research institutions as a partner are invited to submit proposals inresponse to the NASA 2011 solicitation. The NASA 2011 technical topics and subtopicssupport the NASA Mission Directorates of Space Operations, Aeronautics Research, Science,and Exploration Systems. It is anticipated that the NASA 2011 solicitation will identifyspecific product areas within each subtopic that NASA wishes to emphasize. To participatein the NASA SBIR/STTR programs, firms must have Internet access and an e-mail address.Details can be found on the NASA SBIR/STTR Home Page at http://sbir.nasa.gov/. Note that the NASA 2011 solicitation will be issued as a concurrent document togetherwith the NASA 2011 SBIR solicitation. While the solicitation documents are combined, thereview, selection and award processes will be conducted separately for each program.Proposals must be submitted as either an SBIR or an STTR proposals and will only beconsidered for award under one program. NASA will issue the combined SBIR/STTR solicitation around noon Eastern time on July 18,2011. Distribution will be by the Internet as described below. Paper copies of thesolicitation will not be distributed. Instructions for electronic access to the solicitation are as follows: the solicitationand other program information will be accessible on the NASA SBIR/STTR home page whichcan be viewed at http://sbir.nasa.gov/. Those requesting the solicitation arestrongly encouraged to download it from the NASA Home Page as described above. However,if that is not possible, potential offerors may contact the NASA SBIR/STTR Support Officefor assistance by calling (301)937-0888. Questions regarding electronic access and other administrative matters should be referredto (301)937-0888. Detailed instructions for proposal development and submission arecontained in the solicitation. Proposals are due September 8, 2011, 5:00 pm Eastern timeand will be required to be submitted electronically as described in the solicitationinstructions. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541712, 541711 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about July 18, 2011 with an anticipatedoffer due date of on or about September 8, 2011. An ombudsman has been appointed -- See NASA Specific Note 'B'. Prospective Offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential Quoters will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URL's linked below.
