- Advisory and Assistance Services - Technical Experts THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0GENERAL INFORMATION 1.1No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with a high level of expertise in various scientific and academic fields to provide expert opinions, advice, and consultation (advisory and assistance services) to the Bureau of Reclamation's Technical Services Center and Dam Safety Program. 1.2In accordance with FAR 37.203, The Bureau of Reclamation is requesting the information on the availability of various experts to: Obtain outside points of view to avoid too limited judgment on critical issues;Obtain advice regarding developments in industry, university, or foundation research;Obtain the opinions, special knowledge, or skills of noted experts;Enhance the understanding of, and develop alternative solutions to, complex issues;Support and improve the operation of organizations; orEnsure the more efficient or effective operation of managerial or hardware systems. 3.0Experts 3.1Grouting Experts 3.1.1Scope of Work. Provide Advisory and Assistance Services as pertain to Grouting Expertise (cement - not chemical) for technical services to the Estimating, Specifications, and Construction Management Group at the Technical Service Center (TSC), Denver, CO. 3.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of cementitious grouting. The expertise required for the grouting consultant is critical due the complexity associated with grouting of high hazard embankment and concrete dams. The Noted Expert Shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 3.1.3Qualifications. To be considered as a Noted Expert, the candidate shall: - Be specially qualified by a degree in Geological or Geotechnical or Civil Engineering.- Possess knowledge of cementitious grouting applications for dams and construction experience in the field of cementitious grouting that exceeds other professionals in the industry. Applications include:oConcrete damsoEmbankment damsoThe concrete structures associated with damsoSignificant structures used in the conveyance of water such as tunnels, canals, siphons and similar structures.- Be recognized as an expert in the heavy civil infrastructure and grouting industries, and by competent persons in the field of grouting as an authority with competence and skill to identify methods and strategies to solve the most difficult situations in cementitious grouting.- Have extensive practical and successful experience on foundation grouting projects across the western United States. Breadth of expertise in cementitious grouting must be sufficient in time and number of projects to have covered the variety and diversity of types of work and geologic settings required including:oDam foundation single and multiple grout curtainsoDam foundation blanket groutingoDam foundation feature groutingoRemedial foundation grouting of existing structuresoBackfill grouting of voids within dams or adjacent to significant structural water conveyance featuresoPressure grouting of features (usually associated with dams) such as tunnels, adits, shafts and gate chambersoContraction joint grouting large concrete dams.- Have participated in review boards as a grouting expert for construction of modification of high significant dams.- Possess extensive knowledge and experience in the construction of large earthen and concrete dams.- Have in-depth knowledge of cementitious materials and admixtures used in grouting projects and specific knowledge in the use of ultra-fine cement mixes to address grouting of geologic micro fractures.- Have extensive field (hands on) experience with large grouting projects.- The Grouting Expert shall have extensive experience in geologic investigations of dam sites for the establishment of foundation grouting programs.- Have in depth knowledge of drilling methods and equipment needed for a grouting program.- Have in depth knowledge of grout equipment and requirements for grouting equipment- Have extensive knowledge of features associated with dams that may require grouting, such as tunnels, shafts, adits, gate chambers, etc.- Have extensive experience in remedial backfill and pressure grouting associated with dams - Have extensive knowledge in designing diverse grouting systems which include required equipment and systems, as well as critically reviewing such designs provided by contractors.- Have extensive knowledge and skill in performing construction management, oversight of ongoing work, capable of providing advice and consultation and suggesting required modifications to designs and methods of operations on the grouting of difficult and challenging geotechnical and civil structures. 3.2Geotechnical Engineering/Structural Experts in finite element analysis of soil structure interaction 3.1.1Scope of Work. Provide Advisory and Assistance Services to serve as an expert consultant by providing guidance and answering questions as they arise in regard to the 3-D finite element analysis for technical services to the Estimating, Specifications, and Construction Management Group at the Technical Service Center (TSC), Denver, CO. 3.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of finite element analysis of soil structure interaction. The expertise required for this consultant is critical due the complexity of technical issues associated with soil structure interaction at various dams in the BOR inventory. The Noted Expert Shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 3.1.3Qualifications. To be considered as a Noted Expert, the candidate shall: - Doctor of Philosophy Degree in Geotechnical Engineering or closely related field (such as Civil Engineering with specialty in soil or rock mechanics).- Have qualified expertise in finite element analysis of soil structure interaction, with the following unique qualifications, expertise and experience: o Author of multiple professional publications related to stability issues, including geotechnical earthquake engineering issues, seismic stability of dams and structures, finite element analyses of the stability of slopes and structures, and similar evaluations. o Ability to demonstrate a depth and breadth of experience that enables the candidate to expertly analyze and design the construction of retaining walls. o Extensive knowledge and experience in finite element analysis including an in-depth understanding of the formulation of contact surfaces and nonlinear soil material properties. o Extensive knowledge and experience in the analysis, design, and construction of retaining walls for seismic deficiencies. o Extensive knowledge and experience in case studies of retaining wall behavior under seismic loads. o Extensive knowledge and experience in simulation of soil loads against reinforced concrete walls through the use of centrifuge testing. o Previous experience providing consultation for significant technical reviews of earth retaining structures. o Shall be familiar with BOR's risk analysis and dam safety decision-making processes. Shall have first-hand experience with probabilistic methods as applied to geotechnical engineering. o Extensive background in the comparison of numerical models and physical models relating to soil-structure interaction. 4.0 INFORMATION REQUESTED: Responses to this notice should include the experts' (or organization's) full name (the name of a point-of-contact if an organization response), mailing address, e-mail address, and telephone number. Individuals and companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses will be compiled and shared with the advisory committee and responses to the request(s) will not be returned. The subject line of the email shall be "Request for Information for Technical Experts". Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Paul Pierson at ppierson@usbr.gov, no later than close of business, 4:00 pm MST, July 12, 2011.
