Description
The National Park Service, Northeast Region, Hampton National Historical Site (Hampton NHS), located at 535 Hampton Lane, Towson, MD 21286, requires a contractor to provide all labor, materials, equipment, transportation, shipping and other materials and services necessary to repair and rehabilitate fourteen (14) historical paintings located at Hampton NHS. Contractors will submit firm fixed price quotations for the repair and renovation of the paintings as specified in the solicitation and related scope of work. The firm fixed price quotation will include the following: (1) safe and secure transportation of the paintings to a secure and climate controlled location necessary to protect the integrity of the paintings during the course of the work, (2) review of the paintings, (3) proposal of methods to achieve the specific restoration and conservation results specified in the scope of work, (4) performance of the proposed and accepted repair and restoration, and (5) safe and secure return of the paintings to the park. All work will be performed in accordance with the 'Code of Ethics and Standards of Practice of the American Institute for Conservation (AIC) of Historic Works' by a fellow or professional associate member of the AIC. During the course of the work, Hampton NHS curators will require close coordination with contractor staff performing the work and reasonable access to the paintings. Therefore, the work must be performed within one hundred (100) miles of Hampton NHS in order to allow for regular and reasonable travel to the paintings by park staff during the course of the work. The distance will be measured from the park address above to the contractors proposed location for performance of the work using the MapQuest online map application. Award will be made pursuant to a source selection, with the Government evaluating: (1) price, (2) previous experience of the contractor in similar public or private projects, and (3) past performance of the contractor. Evaluation factors other than price will be evaluated in an approximately equal fashion to price. Greater detail regarding the evaluation factors will be provided in the solicitation. Quoting contractors must be sufficiently bonded and insured as necessary to protect the historically significant paintings during the course of the work. The solicitation is to be issued as a 100% Small Business (SB) Set-Aside under North American Industry Classification System (NAICS) Code 541990, which has a size standard of $7.0 million per year. The previous information is only used for classification purposes in the representation and certification portion of the solicitation. The anticipated issue date of the solicitation is July 27, 2011 and the anticipated date for receipt of offers is August 17, 2011 at 3:00 P.M. EST. All prospective SB offerors are responsible for visiting the FedBizOpps website frequently to obtain information pertaining to the solicitation or any amendment(s) thereto. Contractor submitting a quote must complete the necessary on-line representations and certifications (ORCA) application in the database. To complete ORCA go to http://orca.bpn/gov/. Contractors must be registered in Central Contractor Registration (CCR) in order to be considered for an award. A prospective awardee shall not only be registered in but also certified in CCR prior to award, during performance, and through final payment of any contract resulting from the solicitation. When the solicitation is issued, it will be available electronically via a link from the Federal Business Opportunities Website (www.fbo.gov). The link will connect to the Department of Interior's National Business Center website (http://ideasec.nbc.gov), and on this website contractors will need to click on the 'clauses and attachments' link in order to access the solicitation (the link is in a blue box on the left side of the webpage).
