- Mod PA09 Mod PA08 Mod PS07 Mod PS06 Mod PC05 Mod PC04 Mod PS03 Mod PC02 Mod PC01 Award This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or services will satisfy agency requirements (FAR 6.302-1). Details follow: 1)GSA, Region 10 Design and Construction justification for other than full and open competition. 2)Award of contract to SERA Architects 3)Design of the Edith Green - Wendell Wyatt Federal Building Modernization. Estimated value of $15,000,000 4)Authority: FAR 6.302-1 5)The original design funding was appropriated by congress in 2004. The design contract was awarded under Brooks Act procedures to SERA Architects. The project was about 50% designed in 2006 when congress decided not to fund the construction. Therefore, the project was put on the shelf. In 2009, the project was fully funded by the American Reinvestment and Recovery Act (ARRA). GSA decided to re-start the A-E contract with SERA Architects to complete the design. This honors the original Brooks Act selection and retains significant project knowledge, providing many production efficiencies. 6)Other sources were considered, but it was determined that procurement and orientation would make the compressed duration requirements of the Recovery Act impossible. 7)The anticipated total costs are fair and reasonable. 8)Extensive market research was not conducted due to the considerations in 5 and 6.
