Description

PRESOLICITATION NOTICE - Replace B-446 Generator and Install Switchgear Building 401, NRM Project, at the VA Medical Center in Tomah, WI. Contractor shall provide for and furnish all labor, materials, equipment, temporary protection, qualified supervision, overtime, and other items designated under the provisions of this contract as outlined in the contract specifications and as shown on the contract drawings. Project consists of the following work: B-446 Generator building: -Remove and dispose of 2 older generator sets -Provide and install 750 KW diesel generator turn-key set with associated auxiliary systems and 2 remote alarm panels -Provide and install 4 - enclosed circuit breakers (ECB) consisting of 2 - 400 amps and 2 - 800 amps -Provide and install 1 - 225 KVA 480Y input to 208Y output step-down dry type service transformer -Provide and install generator connection box (GCB) for emergency power B-406 Electrical vault: -Separate B-401 from B-406 electrical utility services -Provide and install 1 new service rated switchgear assembly 208 volt at 1200 amps service and 1 new service rated switchgear assembly 480 volt at 800 amps both with new service transformer feeders -Re-feed existing service loads to the new switchgear -Isolate, route and re-feed existing power cables from B-406 to B-401 -Remove intake louvers, exhaust fan and block infill masonry holes -Repaint room B-401 Electrical Service: -Provide and install 1 - 750 KVA Cooper primary service transformer with input voltage of 12,470 Delta and output voltage of 480 Wye rated at 1200 amps -Provide new service entrance conduit, cable and encased duct bank to the electrical vault -Provide and install service rated sectional switchgear with 480 volts and 1200 amps -Provide and install 1 - 300 KVA 480 Wye volts to 208 Wye step-down critical power dry type transformer -Provide and install 1 - 150 KVA 480 Wye volts to 208 Wye step-down critical power dry type transformer -Provide and install 1 - 45 KVA 480 Wye volts to 208 Wye step-down critical power dry type transformer -Provide and install 1 - 100 amp LS Life Safety distribution panel -Provide and install 1 - 400 amp CR Critical distribution panel -Provide and install 1 - 800 amp EQ distribution panel -Provide and install new emergency power service cable, conduit and encased duct bank from B-446 to B-401 -Provide and install 3 transfer switches designated CR 400 - amps 4 wire neutral with bypass isolation/ LS 100 - amps 4 wire neutral with bypass isolation / EQ 800 - amps 4 wire non-bypass isolation -Provide and install 3 enclosed circuit breakers (ECB) for each transfer switch @ 800, 400 and 100 amps as required -Provide and install generator connection box (GCB) for emergency power -Provide and connect a temporary emergency mobile generator until the new generator is installed and tested -Provide all services required for installation and completion of project including electrical, mechanical fluid piping, testing, load testing, engine break in and final acceptance -Provide all rigging services required for removal and installation of all equipment Additional site work required: -Replace generator room and electrical vault doors, frame and panic hardware -Reconnect existing fire department alarms, emergency shutdown switch and fuel alarms -Re-use existing DC battery disconnect switch -Relocate exhaust fan as required -Relocate log book cabinet to adjacent wall -Enlarge brick louver opening to correct louver application as required -Patch and paint walls as required -Replace louvers and actuators as required -Relocate all electrical interferences as required -Extend concrete pad as required -Evening hours required for electrical shutdowns The solicitation, specifications and drawings will be posted on FedBizOpps. There will be a pre-bid conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about July 11, 2011 with the bid opening on or about August 9, 2011. The bidder is responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The project magnitude range is between $500,000.00 and $1,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 Million applies. Time for completion is 320 calendar days after Notice to Proceed.
