- Description
- The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract watershed habitat restoration activities designed to improve fish habitat. The work includes but is not limited to logging and hauling trees, with a minimum length of 50 feet, to be used in the installation of approximately 15 log clusters comprised of roughly 161 logs. The structures will be designed to create log complexes and stabilize streambanks in Clear Creek. The project work site is located approximately 50 miles N.E. of Amboy, Washington in: Township 7N, Range 7E Section 18 and 19. The project can be located by traveling northeast of Amboy on Highway 503 and continuing until the road turns into Forest Road 90. Continue for approximately 14 miles until the junction of the Forest Road 25 and Forest Road 90. Turn right and follow Forest Road 90 for 5.5 miles and turn left onto Forest Road 9039. Follow Forest Road 9039 for approximately 4 miles until coming to Forest Road 9039350. Turn left on this road and continue for approximately 500 feet, turn left onto an unlabeled road and follow this road for approximately ½ mile. The road ends near the confluence of the Muddy River and the Lewis River. This is the staging area for the logs. The project worksite is located approximately ¼ mile upriver from this location. The project worksite is approximately ¼ mile long. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition Procedures, will be made available on this web site on or about July 15,2011 with offers due on or around July 29, 2011. The period for performance will be 26 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about August 7, 2011. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 115310 with a applicable size standard of $7.0 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
