- The National Coordination Office (NCO) for Networking and Information Technology Research and Development (NITRD) intends to procure the consulting services of Martin Ross, on a sole source basis to provide subject-matter expertise in the areas of: (1) the development of Federal research agenda in cyber security, and (2) workshop development for Federal government's cyber security R&D coordination and collaboration. These services are needed in support of the upcoming NCO/NITRD Tailored Trustworthy Spaces Workshop, July 18-20, 2011. The period of performance for this requirement is the date of award through July 20, 2011. Martin Ross is the only person available on a short notice that has the extensive knowledge of the members of the Federal Networking and Information Technology Research and Development (NITRD) Cyber Security Information Assurance (CSIA) Senior Steering Group (SSG). Martin Ross has detailed knowledge of the Federal strategic R&D themes in cyber security, and is familiar with cyber security research coordination and the activities within the NITRD Program (especially with the 2009 National Cyber Leap Year Summit). He is skilled in developing and organizing workshops in support of Federal R&D efforts. The work will be performed in a combination of locations including the vendor's base site, the National Coordination Office, and at the NITRD TTS workshop on July 18-20, 2011 in Arlington, VA. Martin Ross will provide the NSF/NCO with the following two reports: 1) A proposed framework for expressing Smart Grid cyber security use cases to be examined at the 2011 NITRD Tailored Trustworthy Spaces Workshop. The framework should encompass: the ability to model use case specifications utilizing industry best practices; the ability to capture relevant security requirements; the ability to express system architecture, system information flow, and system logical views. 2) Findings on the state-of-the-art in research, development, and applications of the principles embodied in the Tailored Trustworthy Spaces theme in the information technology domain and sector. The proposed contract action is for services for which the government intends to sponsor with only one source. This notice of intent is not a request for competitive proposals.
