Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Microanalysis Research Group of the Surface and Microanalysis Science Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Protochips, Inc., Raleigh, NC, for the purchase of a Liquid Flow TEM Holder and Liquid Cell System. Sole Source determination is based on the following: A NIST-owned FEI Tecnai TEM, equipped with a super-twin (ST) objective lens pole-piece, is used for experiments at NIST. NIST has a requirement for a specimen holder that allows the imaging of microscopic structures in a flowing liquid environment within a transmission electron microscope (TEM). The imaging of nanostructures in a flowing liquid environment in the TEM requires two separate components: a liquid flow TEM holder, which transports the flowing liquid from outside of the TEM to the specimen stage area of the TEM column; and a microlithographically fabricated liquid cell equipped with electron-transparent windows, which allows the nanostructures in the encapsulated liquid to be imaged. This Liquid Flow TEM Holder and Liquid Cell system must be compatible with the existing NIST-owned FEI TEM instrument. Based on the above, Protochips, Inc., is the only vendor capable of providing the required Liquid Flow TEM Holder and Liquid Cell system that meets the Government's minimum requirements and is 100% compatible with the existing FEI TGM. Protochips, Inc., is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 15, 2011, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
