Industry Day Announcement for Enhanced Polar System, Control and Planning Segment / 19-20 July 2011 SMC/MCN (EPS Program Office) 483 N. Aviation Blvd, Bldg A8 El Segundo, CA 90245-2808 Contracting Officer: Ms. Natalie Tunnell, (310) 653-9530 General Information Point of Contact: Mr. Noble Smith (310) 653-9294 The Enhanced Polar System (EPS) Program Office will be holding an Industry Day on 19-20 July 2011 for parties interested in participating in the solicitation for the EPS Control and Planning Segment (CAPS) Development Contract; widest industry participation is highly encouraged. For this acquisition, the anticipated NAICS code is 517919. The Industry Day will be hosted by the Space & Missile Systems Center, Los Angeles Air Force Base, at the Aerospace Corporation, Building A9, 2130 E. El Segundo Boulevard., El Segundo, CA 90245-4609. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The purpose of Industry Day is to exchange preliminary information with industry and to solicit feedback on the Government's draft acquisition and technical documents for the EPS CAPS Development Contract. To help develop a clear and effective Request for Proposal (RFP) for the CAPS Development Contract, the EPS Program Office is soliciting industry inputs on the following topics: 1) feedback on all Draft documentation, to include: Statement of Objectives, contract deliverables, and any other documentation released; 2) Organizational Conflict of Interest issues; and 3) responses to the attached "Questions to Industry." A subset of the current program-developed acquisition documents will be made available on the EPS CAPS Bidder's Library (see instructions below for Bidder's Library access). Contractors are asked to bring to Industry Day their responses to the below "Questions to Industry" as well as any additional questions they may have. Discussion questions will be addressed during the Government-Contractor one-on-one sessions at Industry Day. Any inputs or questions prior to Industry Day shall be submitted to the Contracting Officer, Ms. Natalie Tunnell at natalie.tunnell@losangeles.af.mil. Discussion questions must be marked appropriately; justification must be provided for any portion marked as proprietary or for other restrictions on their use. All interested parties are invited to attend Day One when the Government team will present an EPS program overview and objectives, the draft acquisition strategy, system and segment requirements, and the CAPS contractor's required interaction with the other program segments, to include the Payload, Gateway, and Terminals. The afternoon on Day One and all of Day Two will be used to meet individually with potential prime contractors who request a one-on-one session with the Government. One-on-one sessions will be made by appointment and last no more than 50 minutes. To schedule a one-on-one session please contact Mr. Noble Smith by email at noble.smith@losangeles.af.mil. The Government will only provide information during these sessions that is equally available to all interested parties. Following Day Two, the collective non-proprietary questions and responses will be consolidated and posted to the Bidder's Library. Seating is limited and registration is required for attendance. For Day One, potential prime contractors are limited to six (6) representatives and potential subcontractors are limited to three (3) representatives. For the one-on-one discussions on Day One and Two, the individual prime contractors or prime contractor teams will be limited to a combined total of six (6) representatives. Small and small disadvantaged businesses are encouraged to attend. The Bidder's Library will be available for registration on or about 8 July 2011. All further communications will be posted to the EPS CAPS Development Contract Bidder's Library. Contractors may request access to the Bidder's Library by contacting Ms. LaMia Keenan by email at lamia.keenan.ctr@losangeles.af.mil or at (310) 653-9393 (Alternate POC: Mr. Noble Smith, noble.smith@losangeles.af.mil or at (310) 653-9294) and must obtain and sign a non-disclosure agreement prior to accessing the Bidder's Library. Your email subject line should specify "RSVP EPS CAPS Industry Day" and contain the following for each individual attending: • Name • Title • Company Name • Email Address • Phone Number All meetings will be held at the unclassified level, however a Visit Request for each individual attending must be submitted in order to ensure access to the Aerospace facility. Please have your Security Office submit all Visit Requests via JPAS. Our JPAS SMO is "MCSD," and use "CAPS Industry Day" for the POC. (If JPAS is not available to you, send your Visit Request via fax to 310-653-9554). Indicate "CAPS industry Day" as the name of the meeting. Questions to Industry Government intends to use the following questions to help guide the one-on-one sessions at Industry Day. Please come prepared to discuss these and/or any other topic(s) you deem pertinent to this acquisition. 1. Provide comments on the Incentive Fee Plan and recommend how offerors can be effectively incentivized to deliver CAPS on schedule and within cost. 2. Cite any key programmatic or technical risks that may impact your ability to execute to the schedule and provide recommendations for resolution. 3. Provide advice on how to best scope the SEIT support role for CAPS, described in the CSOW instruction, to ensure efficient integration into EPS. 4. List any critical components that you believe are missing from the GFP/GFE list. 5. Provide suggestions on software development best practices aimed at improvements in S/W productivity that the government should consider adopting for this acquisition. 6. Describe any potential data rights issues you see associated with the technology needed to develop/implement CAPS. 7. Describe any issues you anticipate with uncovering software defects (especially for COTS) and validating interfaces in a "test like you fly" environment. 8. Are the draft requirements (System Spec and CAPS TRD) in the bidder's library clear, complete, understandable and testable and do you have suggested improvements? 9. Are there any requirements as currently written, that you believe will significantly drive costs, which could be modified to achieve the desired functionality at a lower cost? 10. Provide recommendations for the government to achieve better insight into subcontractor execution and performance.
