- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Joint Program Executive Office for Chemical and Biological Defense (JPEO- CBD) intends to award a firm fixed price purchase order on a sole source basis to: Kenneth I. Kaitin, Lexington, MA 02421. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The Joint Program Executive Office for Chemical and Biological Defense (JPEO- CBD) JPM MCM ADM requires contractual support services to support the ADM solicitation. The JPM MCM ADM is releasing a solicitation to establish a revolutionary ADM model to support DoD CBRN MCM advanced development and manufacturing. The JPM requires a senior level experienced person to participate as a subject matter expert as part of the Source Selection Evaluation Board. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The expert providing these services must have personal senior level experience to provide expert advice on pharmaceutical development, regulation, and policy issues supporting the establishment of a new drug development model in light of the changing drug development landscape. Offerors not having these characteristics could not review and provide appropriate comments for documents or recommendations with the insight or credibility required by the JPEO- CBD program leadership. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Dr. Ken Kaitin is the Director of the Tufts Center for the Study of Drug Development and is registered on the US Central Contractor Register with DUNS number 613659114 Dr. Kaitin is uniquely qualified because he possesses unique knowledge of pharmaceutical development, regulation, and policy issues. He has provided public testimony before the U.S. Congress these topics and is an internationally recognized expert on the science of drug development. 4. Any other facts supporting the use of other than full and open competition: The services acquired under this procurement rely on very specialized knowledge and access. At this time, there are no other candidates available that possess the requisite knowledge to provide these services. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: There is ongoing need for these services within the JPEO-CBD. Future requirements will be considered for competition. 6.
