Description
The Department of Veteran Affairs, NCA 8 NF/SG is seeking responsible sources for a researcher, as outline in the Statement of Work. This is a market research for informational and planning purposes only. This is not a solicitation and does not obligate the government to issue a solicitation. Please be advised that the Government will not pay for any information submitted under this announcement. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from their responses to this announcement. STATEMENT OF WORK BACKGROUND HARDI (High Angular Resolution Diffusion Imaging) is a cutting edge MRI technology that will allow the BRRC Neuroimaging Core to more accurately trace and quantify white matter pathways and how stroke affects them. The purpose of this project is to make the technology and the expertise in HARDI through the Neuroimaging Core so that they can do more accurate visualization of white matter pathways in the brain. OBJECTIVE The overall objective of this contract is to acquire professional services to assist in the execution of rehabilitation studies of persons affected by stroke and normal controls. The primary job responsibilities will include teaching Neuroimaging Core personnel basic HARDI processing techniques, some processing of images from BRRC projects, and development of strategies for measuring fiber tracts that have been diminished by stroke. DEFINITIONS HARDI: High Angular Resolution Diffusion Imaging. A magnetic resonance imaging technique that can measure the integrity of white matter and white matter tracts in the nervous system. It is superior to more common Diffusion Tensor Imaging (DTI) techniques because it uses different mathematical algorithms to resolve these pathways. MRI: Magnetic Resonance Imaging. A set of techniques that can be used to measure and image brain structure and brain function. BRRC: Brain Rehabilitation Research Center. A VA Rehabilitation Research and Development Center of Excellence. Neuroimaging Core: A research core of the BRRC that makes functional and structural neuroimaging techniques available to BRRC investigators. PERSONNEL QUALIFICATIONS The contractor's representatives will each have minimum qualifications of: 1.A Bachelor's degree in Mathematics, Physics, or a related field. 2.Mastery in processing HARDI images, including the ability to take raw diffusion images and produce fractional anisotropy images and tractography, the ability to debug the HARDI image processing program, and the ability to devise and use image processing algorithms to correct for spatial distortions in raw images. 3.The ability to teach complex analysis techniques to Neuroimaging Core personnel. 4.The ability to refine HARDI and related techniques. 5.Experience interpreting HARDI and related images. SCOPE OF WORK The contractor's representative will assist the VA researcher and other members of the VA research team by: 1.HARDI processing and white matter fiber tracking will be accomplished for up to 24 image sets. 2.Selected members of from the BRRC Neuroimaging Core will learn HARDI processing and white matter fiber techniques. 3.A technique will be developed for measuring the size of fiber tracts, and to quantify the fiber connection strength between brain regions affected by stroke. DATA/DELIVERABLES A brief quarterly report will be submitted to the contract coordinator by the last day of each quarter of the contract (every 3 months). This report will include the following information: 1.The number of image sets (out of a maximum of 24) HARDI data sets processed and fibers tracked for the quarter. The number of image sets processed will depend upon the number of image sets delivered to the contractor by the BRRC Neuroimaging Core and will vary from quarter to quarter, but could be as many as 8-10. 2.Progress made in teaching selected person from the BRRC Neuroimaging Core in HARDI processing and fiber tracking techniques. 3.Progress made in developing a technique for measuring the size of fiber tracts, and to quantify the fiber connection strength between brain regions affected by stroke. 4.If the contract needs to be terminated or discontinued prior to the contract end date, a termination report must be completed that includes a summary or results obtained/work done and the reasons for termination. GOVERNMENT-FURNISHED PROPERTY, FACILITIES, OR RESOURCES The BRRC Neuroimaging Core will provide up to 24 raw image data sets for HARDI processing.
