- Description
- The U.S. Fish and Wildlife Service requests proposals for the Replacement of the Electrical Utility System at the Patuxent Research Refuge in Laurel Maryland. The work includes all labor, materials and equipment necessary to replace the Refuge Electrical Utility System. Estimated magnitude for this project is between $1,000,000 and $5,000,000. The NAICS code for this acquisition is 237130 and the size standard is 33.5 million. This procurement is open to approved PEPCO (Potomac Electric Power Company) contractors. All responsible approved PEPCO contractors may submit a proposal, which shall be considered. Solicitation number F11PS00871 will be posted in approximately 15 days and may be viewed through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at http://www.fedbizopps.gov or //www.FBO.gov Interested approved PEPCO contractors must be registered in the Central Contractor Registration (CCR.gov) and complete Online Representations and Certifications (ORCA) at "http://www.bpn.gov". Proposals will be evaluated on the following rating elements. Interested parties that submit a proposal must address, in depth, the following evaluation factors to be considered for award. They are as follows: (1) Capabilities to meet project needs; (25%); (2) Past Performance on similar contracts with both government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (50%). Ability to provide projects on time and within budget. (25%). Interested firms shall present a minimum of five (5) projects undertaken within the last five years that are similar in scope. The following information shall be provided for each of these projects; (1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and 6) Client name, address and phone numbers. Evaluations of firms will be rated by applying a numeric rating system to the evaluation factors listed above. The submission of narratives for the evaluation factors outlined above must be submitted with your pricing proposal that will be outlined in the solicitation documents. Availability of solicitation documents and specifications is anticipated to be on or about July 20, 2011 at the FBO.gov website.
