Description
THE DATES INCLUDED IN THIS ANNOUNCEMENT ARE APPROXIMATE AND ARE SUBJECT TO CHANGES AT THE DISCRETION OF THE BUREAU OF RECLAMATION. THE ACTUAL DATES WILL BE ESTABLISHED AT THE TIME THE BID DOCUMENT IS MADE AVAILABLE TO THE PUBLIC AT www.FBO.gov or AT http://ideasec.nbc.gov/j2ee/solicitationdetail.jsp.PLEASE, READ THE ENTIRE SYNOPSIS FOR IMPORTANT INFORMATION INCLUDED IN THE DESCRIPTION. The Bureau of Reclamation has a requirement to replace the electrical distribution system at the Eastern Colorado Area office. The principal items of work consists: Remove and dispose of existing doubly-fed 480-VAC Switchboard designated "DAA". Remove and dispose of existing 125-VDC Switchboard designated "BAA". Remove and dispose of all feeders between Switchboard DAA and sub-panels throughout the building. Remove and dispose of feeder between Flat Iron Power Plant DC Distribution Panel BCE and Switchboard "BAA". Provide new 480-V Panelboard DAA in room B11. Provide new 480-V Automatic Transfer Switch for incoming power in room B11 (Fed from existing 13.8kV/480V transformer (KW1C) and Flat Iron Power Plant Station Service Switchboard (D1B). Remove main service feed from EAB to existing DAA. Extend conduit system, and provide new power conductors and grounding conductors between new Switchboard DAA and existing sub-panels.Remove and dispose of 208/120-volt distribution panels NAD1, NAD2, DAB, and DAC. Provide new 208/120-volt distribution panels NAD1, NAD2, and DAB in new location Extend conduit system and replace power conductors and grounding conductors from NAD1, NAD2, and DAB to the loads served by those panels. Remove and dispose of existing HVAC motor control center "NAA". Provide new HVAC enclosed combination motor starter NAA, and integrate existing control. Provide new HVAC enclosed heater contactors NAF and NAE, and integrate existing control. Provide new enclosed lighting contactor LAH. Remove and dispose of existing 3-phase, 100-kVA, 112.5-kVA, and 30-kVA 480-208/120-volt Distribution Transformers designated "KAA", "KAB", and "KAC". Provide new 150-kVA Distribution Transformer KAA in new location. Provide new 150-kVA Distribution Transformer KAB in new location. Provide new 75-kVA Distribution Transformer KAC in new location. Remove and replace stud walls and doors, as necessary, for the installation of equipment. Provide raised floors over conduit from the old DAA location to the new DAA location. Provide new load break type outdoor service disconnect switches for interrupting each 480-volt service to the building. Provide a "Wye Splice" or equivalent in a pullbox to splice the existing 1000 MCM cable to two-per-phase 250 MCM conductors to be used to enter the new service disconnect switch. Relocate existing 480-V feed from Emergency Generator Room B14, Junction Box EAB, to new service disconnect. Install government furnished engine generator and associated equipment. Install government furnished 480-V Automatic Transfer Switch in room B11 for power to critical load panels (Sources: New Panelboard DAA and new Engine Generator). The North American Industry Classification System (NAICS) code is 238210. The Small Business Size Standard is $14.0 million. The range of the project is $1,000,000 to $5,000,000. This procurement is issued full and open completion, sealed bid, under Federal Acquisition Regulation Part 14. The electronic copy of the solicitation is anticipated to be issued on or around 8/4/2011 at www.FBO.gov. Bids are anticipated to be due on or around 09/08/11. An organized site visit is planned to be offered. The information about the site visit date, time and location will be included in the Foreword page of the electronic solicitation. Prospective contractors shall have an active registration in the Central Contractor Registration (CCR) database in order to receive an award of any Federal Government contracts.
