Description
The Naval Air Warfare Center Aircraft Division requires AN/SSQ-36, 53 and 62 Sonobuoys, which are non-commercial aircraft launched expendable floating devices used to detect acoustic emissions or reflections from potentially hostile submarines and transmit those signals to U.S. Navy airborne antisubmarine warfare forces. This requirement will be procured through a sole source modification to a currently established contract with ERAPSCO who is the only known qualified and responsible source. The original award was solicited under other than full and open competition in accordance with Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source. This is a notice of intent to negotiate and award a sole source contract modification for AN/SSQ-36, 53 and 62 Sonobuoys to include FMS and GPS configurations to ERAPSCO, Inc. as a one year option period to an existing contract (N00421-11-C-0030). The anticipated award date will occur in March 2012. The modification will be issued in accordance with FAR 6.302-1(a)(2)(ii)(B), Unacceptable delays in fulfilling the agency's requirements (10 U.S.C. 2304(d)(1)(B)). It would take approximately one year to run a competition for the necessary FY13 sonobuoy quantities. The government cannot meet Fleet Inventory Requirements for a full year without uninterrupted sonobuoy deliveries. The government intends to award the current requirement to ERAPSCO as they are the only known qualified and responsible source of the AN/SSQ-36, 53 and 62 sonobuoys who can meet the needs of the government without product delays as they have a production line currently running. The issuance of this modification will allow the Government to meet the needs of the fleet while the command prepares for a full and open competition for fiscal years 14 through 18 sonobuoy quantities. See Numbered Note 22. This notice of intent is not a request for competitive proposals, however, interested parties may submit a capability statement. All responsible sources may submit a capability statement by 2:00 PM Eastern Time, 20 July 2011.
