Description
The estimated solicitation release date is on or about July 22, 2011 and estimated proposal due date is on or about August 22, 2011. This solicitation is set-aside for HubZone contractors. The source of the requirement is Public Works (PW), Naval Facilities Engineering Command Southeast (NAVFAC SE) Jacksonville, FL. The outcomes to be achieved are local guard operations at Fleet Industrial Supply Center (FISC), Defense Logistics Agency (DLA) Distribution Jacksonville, FL, and Cecil Commerce Center Jacksonville, FL. The work includes providing both armed and unarmed guards, roving patrols, entry control point services, perimeter patrol, dispatching services, alarm and detection system monitoring, and video surveillance equipment monitoring. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide guard operations at the above mentioned sites and within its commuting areas. The work identified is a follow-on contract. The type of contract anticipated for this is a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ). The period of performance is for a one-year base period with two one-year option periods. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process will be lowest price technically acceptable. Competitive proposals will be requested as discussions may be required to ensure offerors understand the requirements and are technically capable of performing the required services. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The North American Industry Classification System (NAICS) Code is 561612 with a size standard of $18,500,000.00. The solicitation should be available on this site on or about 22 July, 2011. Proposal due date should be on or about 22 August, 2011. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE (DOD) CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD SHALL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THER PROCESS OF REGISTERING WITH THE DOD CCR. A site-visit is scheduled for 21 July 2011 for interested contractors meeting above requirements. Below is information regarding the site-visit: General Information: A.Location: Building 10 (Navy Relief Office) NAS Jacksonville, FL. In brief to begin at 0800. B.Directions: From Interstate 295 take Exit10 onto US-17/FL15/Park Avenue toward Roosevelt Blvd 0.3 miles. Keep left at the fork; follow signs for US-17 N 0.1 miles. Turn left onto Park Avenue 0.1 miles. Continue onto Roosevelt Blvd. 2.4 miles, Turn right onto Yorktown Avenue. Bldg. 10 is on the left prior to the security gate. C.Transportation: Participant vehicles are restricted from entering Naval Station Jacksonville, Florida. Participants are required to utilize Government provided transportation. A shuttle bus will pick-up participants at Bldg 10 following the in brief. Shuttle bus will depart at 0845 hours. D.Restrictions: No cameras are allowed.
