- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEED3000-11-03241 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 541712 and business size of 500. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NEDSIS), Office of Research and Applications (E/RA), has a project entitled 'Theory to explain the penetration of Rossby waves through the Kuroshio into the South China Sea at the Luzon Strait'. Preliminary observations based on satellite altimetry and observations reported in the literature show that baroclinic Rossby long waves are able to penetrate the Luzon Strait into the South China Sea despite the fact that they have to pass through the Kuroshio (a strong western boundary current in the North Pacific), where the prevailing belief is that the Rossby waves should be absorbed by the Kuroshio rather than being able to penetrate through the Kuroshio. Now the tasks are to, first, refine the observations to get the characteristic spatial and temporal scales of the phenomenon and, second, build on an existing theory of how internal waves penetrate through the Kuroshio to get a theory of how Rossby waves penetrate through the Kuroshio. Task List: 1) Submit a paper for publication in ACTA OCEANOLOGICA SINICA to explain the phenomenon with a theoretical model; 2) Follow through on the review process for the paper; and 3) Refine observations and theory. Deliverables: 1) Document the observations and report it in literature; 2) Document the theory and report it in literature; and 3) The project will result in a scientific report that will be submitted for publication in a peer-reviewed scientific journal. Period of Performance: Date of Award through June 30, 2012. The resulting purchase order shall awarded on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - Effectively meeting the requirements; 2) Past Performance - Includes relevant experience which describes at least two (2) relevant projects performed in the last two years and quality of performance; and 3) Price - Price will be considered but not evaluated. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Poor (P) - Fails to meet to or more requirements; Unsatisfactory (U) - No acceptable, not adequate to carry out.
