Description
This is a Combined Synopsis/Solicitation (RFQ) issued by the Bureau of Land Management (BLM) Central Montana District Office. The BLM intends to award a single firm-fixed price contract to decommission flood damaged roads in the Armells Creek Watershed of the Judith Mountains in Central Montana (Fergus County). There are six line items to quote; the number of line items awarded will be based on funding availability and priority. Associated RFQ documents include: SF-1449, Clauses and Provisions, Statement of Work, Project Maps (2), Service Wage Determination, and Quote Information. In addition, attached are the Schedule of Items, Past Performance Questionnaire, Proposal Outline, Subcontractor Form and Offeror Representations and Certifications (Reps and Certs) which are to be returned with the quote package. Estimated price range is between $25,000 and $100,000. Work is to be completed between 1-June and 31-August-2012. All of the information pertaining to this project can be found at www.fedconnect.net. No hard copies of the solicitation will be issued. A Site Tour is scheduled for Thursday, July 21, 2011 at 8 AM. Everyone is to meet at the BLM office located in Lewistown Montana at 920 NE Main before driving to the project site (4 all wheel drive is recommended). All interested quoters are HIGHLY encouraged to attend due to the nature of this project. Please be prepared to walk 6 or 7 miles and bring your own food and water. ALL quoters are encouraged to familiarize themselves with the project location and site conditions before quoting. This is a Local-area Set-aside per FAR 26.2 Disaster or Emergency Assistance Activities. Offers will be accepted from all responsive and responsible small business concerns residing within the counties identified in the disaster declaration FEMA Release #HQ-11-104. The NAICS code that best describes this project is 238910 Site Preparation Contractors - with a size standard of $14 million. Prospective contractors are required to be registered in Central Contractor Registration (CCR) in order to qualify for award. Registration in Online Representations and Certifications Application (ORCA) is not mandatory but encouraged. Both self-registration sites can be found at www.bpn.gov.
