Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SEE ATACHED SOLICITATION STATEMENT OF WORK PROJECT JLSQ112014 Replace Boiler Tubes Building 301 & 302 SCOPE: The work consists of furnishing all labor, materials, tools, Contractor's equipment, supplies, transportation, supervision and inspection required to perform all the work described below UNLESS OTHERWISE NOTED BELOW. LOCATION/SITE VISITS: Thursday, 28-JULY-2011 at 9:00AM. See TERMS and CONDITIONS, 1.2 for more details. Contractor questions and concerns shall be directed to the Contracting Officer -Francis McNulty, francis.mcnulty@ang.af.mil (email) GENERAL REQUIREMENTS: The hours of operation at the PaANG base are a compressed work schedule as follows: 1st Week: Monday through Thursday 0700 hours to 1600 hours, Friday 0700 to 1500 hours. 2nd Week: Tuesday through Friday 0700 hours to 1600 hours. Prior coordination with the Contracting Officer's Representative is required for work start dates and scheduling of work identified below as requiring advanced coordination. Contractor will sign in and out at the beginning and end of each work day. GENERAL DESCRIPTION OF WORK: This project is to provide internal boiler repairs to the low pressure steam boilers located in building 301 & 302. Replace two mechanical feed pump seals, replace two mechanical circulating pump seals, repair leaks in threaded coupler located in the ceiling of building 302A room 107. Should additional repairs be necessary other that those identified in this Statement of Work they shall be submitted for approval in writing along with an estimated associated cost prior to making those repairs. ELEMENTS OF WORK: 1. Boiler #1: Mohawk Model Number 4-5-75, Serial Number 864080 a. Open boiler inspect condition of water jacket. b. Remove and replace approximately 10-12 boiler tubes. c. Punch & clean all remaining tubes. d. Replace front and rear door insulation. e. Provide combustion analysis to ensure boiler is operation at peak efficiency. 2. Boiler #2: Mohawk Model Number 4-5-75, Serial Number 863980 a. Open boiler inspect condition of water jacket. b. Remove and replace approximately 10-12 boiler tubes. c. Punch & clean all tubes. d. Replace front and rear door insulation. e. Provide combustion analysis to ensure boiler is operation at peak efficiency. 3. General Items a. Repair hot water leak located in building 302A, room # 107 b. Replace two feed water pump seals. c. Replace two circulating pump seals. d. Replace tubes in two boilers. e. Clean remaining boilers tubes prior to returning to service. f. Hydrostatically test boilers. g. Provide R1 forms on welded repairs. h. Perform boil out procedures on boilers to remove grease and oils from new tubes. i. Contractor to dispose of all debris off site. j. Contractor responsible for all field measurements and verifications. 4. CLEANING OF BOILERS FOR OIL AND GREASE REMOVAL Prior to putting a new boiler into service or returning a boiler to service after it has been repaired and/or contaminated with oil or grease, it must be boiled out to remove these contaminants. Otherwise, these contaminants can cause operational problems such as foaming and/or priming, reduction of boiler efficiency and in severe cases, even tube failures. In many cases, alkaline boil out procedures are described in the boiler manufacturer's operating manual for the particular boiler. However, where they are not, the general procedure described below will suffice. Preparation for Cleaning Prior to any cleaning operation, the boiler should be opened and inspected to determine both the actual internal conditions with respect to deposits and to insure that any rags, tools, etc. inadvertently left by workmen have been removed. Gauge glasses should be replaced with temporary ones and then all bottom drains should be closed and hand hole or manhole covers installed (except where a top one is to be used for adding the cleaning chemicals and filling the unit). The steam valve from the unit must be closed and the vent(s) opened. Cleaning Procedure Once the unit is prepared, the prescribed cleaning chemicals* should be added and the boiler filled with water to the top of the gauge glass. Where dry chemicals are used, they must be dissolved in a mixing tank prior to transfer into the boiler. It should then be fired on low fire to obtain mixing and circulation. When steam is flowing freely from the vent(s), these are then closed and the pressure is raised to 50% of the operating pressure (except for boilers operated at 15 psi or lower where the pressure may be raised to operating pressure). The pressure should then be maintained for 12-36 hours and during this period, the boiler should be blown down from the bottom by 1/2 the gauge glass every 2 hours, refilling to the top of the glass after each blow down. After the boil out procedure is completed, the boiler should be carefully cooled. When sufficiently cool, the vent(s) may then be opened and the unit drained and thoroughly flushed with a high pressure hose. After flushing, it should then be carefully inspected to insure the cleaning has been complete. Where severe deposits existed initially, it may be necessary to repeat the boil out to obtain proper results. After final cleaning and flushing, the temporary gauge glasses should be removed and all hand hole and manhole gaskets be replaced with new ones. The boiler should then be closed and put in (or returned to) service or placed in wet or dry layup according to proper procedures when the unit is to be stored for any appreciable period of time. Chemicals Typically, proprietary chemical blends are specifically recommended for boil out of boilers, such as FORMULA 2985 formulated with a mixture of surfactants, caustic, a phosphate, chelating agents (for mill scale removal), and an embrittlement inhibitor or FORMULA 2990 formulated with a mixture of surfactants, alkali buffer, silicate and phosphate. These formulated proprietary blends are preferred when time allows. In emergencies, a mixture of 0.5-1.0 lb. trisodium phosphate, 1-2 lb. caustic soda and 0.5-1.0 lb laundry detergent per 100 gals. can give satisfactory results( SOLICITATION W912KC-11-T-0020: TERMS and CONDITIONS 1.0 INTRODUCTION 1.1SCOPE You are invited to submit a bid in response to our Request for Quote RFQ); W912KC-11-T-0020, entitled: Replace Boiler Tubes Building 301 & 302As a result of this solicitation, the Government intends to award a single Firm Fixed Price (FFP) contract resulting from this solicitation. 1.2 NOTICE OF PRE-BID CONFERENCE AND SITE VISIT 1.2.1A pre-bid conference / site visit will be conducted on Thursday, July 28, 2011 9:00 AM-local time at 300 Tanker Road, Coraopolis, PA 15108 for the purpose of briefing on the bid requirements, answering questions regarding this solicitation and conducting a site visit. The offeror and its major subcontractors are encouraged to attend. PLEASE BRING A COPY OF THE THIS SOLICITATION TO THE SITE VISIT. COPIES WILL NOT BE PROVIDED. Due to security conditions, please register to attend this conference and site visit. All information relating to this RFQ, including pertinent changes/amendments and other information applicable prior to the date set for receipt of bids will be sent electronically to the offeror. 1.8HAND CARRIED BIDS N/A. See SECTION - "BID SUBMISSION REQUIREMENTS AND INSTRUCTIONS," 1.1. 1.9WAGE DETERMINATION Service Contract Act wage rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are WD 05-2451 (Rev.-14), dated 06/17/2011. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to the closing date of this solicitation it is the offeror's responsibility to insure the most recent determination is used in preparing the bid. An Amendment will not be issued prior to closing to change Wage Determination dates and/or numbers. Should the wage rate change after closing, but prior to award, the updated Wage Determination will be incorporated by amendment and issued to the offeror. If applicable, the offeror will be given an opportunity to provide a revised bid due to Wage Determination changes. If the wage determination modification does not change any affected wage rates then the provisions of FAR 22.404-5(b)(2)(ii) will apply. Applicable wage rates can be found at http://www.wdol.gov/sca.aspx#8 1.10BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS This Request for Quote (RFQ) does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent bids or for other costs incurred prior to award of a formal contract. 1.11INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES It has been determined that all reasonable amounts of electricity, water, and gas, where/if physically available, used in connection with this project will be furnished to contractor without cost. The offeror will take this into consideration when computing its offer. (FAR Clause No. 52.236-14, Availability and Use of Utility Services) 1.12EXCEPTIONS If the offeror takes exception to any of the requirements specified in this solicitation, the offeror shall clearly identify each such exception and include a complete explanation of why the exception was taken and what benefit accrues to the Government. All exceptions to the solicitation requirements and supporting rationale shall be included in an addendum to the RFQ and clearly labeled "Exceptions". An addendum is only required if the offeror takes exception to any requirement in the solicitation. (The Addendum does not have a page limitation, but shall only include information relevant to exceptions taken to the solicitation requirements.) The Government will assume an offeror takes no exceptions to any solicitation requirement if the offeror does not submit an Addendum identifying exceptions. Offeror is advised that solicitation requirements are not necessarily negotiable and such exceptions may render an offeror's bid unacceptable and ineligible for award. BID SUBMISSION REQUIREMENTS AND INSTRUCTIONS 1. 0GENERAL INSTRUCTIONS 1.1REQUEST FOR QUOTE (RFQ) PREPARATION INSTRUCTIONS 1.1.1These instructions prescribe the format of the bid, and describe the approach for the development and presentation of the bid data. They are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of bids. Carefully review this section prior to commencing bid preparation. All solicitation amendments must be acknowledged and submitted with the bid. 1.1.2Offeror is cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete bid. Failure to furnish a complete bid, at the time of bid submission, may result in the bid being unacceptable to the Government and eliminated from consideration for award. 1.1.3N/A 1.1.4Reserved 1.2BID CONTENT 1.2.1 Purpose: These instructions prescribe the format of the bid, and describe the approach for the development and presentation of the proposed data. The bid shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation. Please include: 1) Bid; 2) Tax Identification Number (TID); 3) Signed copied of solicitation amendment (if applicable). 1.2.2Bid type size for text documents will not be smaller than Microsoft Word Times New Roman 10 point font; normal proportional spacing and page size shall be no larger than normal letter size paper (8 " X 11"). Type size for graphics, charts, diagrams and tables, shall be of an appropriate font and size for the application, and must be clearly readable without magnification assistance to the normal eye. Text lines will be no less than single-space. To the maximum extent practicable, bid submission shall be double sided. 1.2.3 The offeror shall be held responsible for the validity of all information supplied in his/her bid, including that provided by potential subcontractors. BID EVALUATION AND BASIS FOR AWARD 1.0 GENERAL INFORMATION: 1.1This solicitation is for a Firm Fixed Price Contract. The Government intends to award a single contract to an offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR) 52.212-2 Evaluation-Commercial Items. Procurement will be best value, based on the lowest priced technically acceptable (LPTA) proposal whose bid conforms to the RFQ's requirements. 1.2A public Bid Opening will be NOT be conducted. 1.3Reserved 1.4Reserved 1.5Reserved 1.6The Government intends to evaluate your firm's bid and award a contract without discussions. 1.7The Government reserves the right to reject the offer if such action is in the Government's best interest. 1.8ENFORCEABILITY OF BID: The bid must set forth full, accurate and complete information as required by this solicitation. By submission of the offer, the Offeror agrees that all items proposed will be utilized for the duration of the contract and any substitutions will require prior Contracting Officer's approval. 2.0Reserved: 3.0 SUBCONTRACTING PLAN N/A 4.0AWARD 4.1Award. A written award or acceptance of offer mailed, or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall be deemed to result in a binding contract without further action by either party. SPECIAL CONTRACT REQUIREMENTS 1.INSURANCE - MINIMUM AMOUNTS 1.1.Reference Contract Clause titled, "Insurance -Work on a Government Installation (FAR 52.228-5). Kinds and minimum amounts are as follows: KIND AMOUNTS (FAR 28.307-2) Workmen's Compensation $100,000 (see paragraph 1.2, below) Comprehensive General Liability $500,000 per occurrence for bodily injury Comprehensive Automobile Liability$200,000 per person and $500,000 per accident for bodily injury and $20,000 for property damage 1.2.Except in states with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. 1.1. NOTE: Before commencing work under this contract, the Contractor shall certify to the Contracting Officer, in writing, that the required insurance has been obtained. The policies referenced in the certification (s) shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective (1) for such period as the laws of the state in which this contract is to be performed prescribe or (2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
