- This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this sources sought synopsis is to gain knowledge of potential qualified local sources in Korea. Responses to this sources sought synopsis will be used by the government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation may be issued. Responses to this sources sought synopsis would not be considered to be an adequate response to the solicitation. All interested local offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Also, please note that this requirement shall be a Logistics Cost Sharing (LCS) funded contract. ONLY Korean local businesses are permitted to respond. The 411th CSB, Korea is seeking sources to perform a Logistics Cost Sharing (LCS) database development for the U.S. Forces Korea (USFK) International Programs Division, J4 which currently manages and operates the LCS Program in partnership with the Republic of Korea Ministry of National Defense (ROK MND). The LCS program is currently tracked both on an Excel workbook and a Microsoft Access database. The intent of this contract is to convert the existing Access DB and Excel spreadsheet to a robust user friendly web based database. This requirement shall provide web enabled database design, implementation and a three (3) year maintenance contract. The USFK International Programs Division J4 currently uses an Access Database (49.3MB) and an Excel Spreadsheet (356K). The contractor can either repair and upgrade the current LCS database or design/create a new LCS database to include all current capabilities and new requirements to include Web based access. This includes initial coding, interfaces, testing, implementation, training, documenting, operating and maintaining all custom software and web interfaces. The contractor is anticipated to complete the following phases for this project: a.Analysis / Design phase b.Development / Testing phase c.Data Conversion / Implementation phase d.Training / Documentation phase e.System Acceptance The Contractor shall provide all necessary labor, materials, and transportation to provide this service. Period of Performance for this requirement is estimated to be seven (7) months for the initial Analysis / Design phase through System Acceptance. After System Acceptance there will be three one-year option periods for operations and maintenance support. The Contractor shall be required to provide employees that have the requisite skill sets, licensure, certifications, and experience necessary to perform these services to include a Project Manager, web designer, web developers and/or software engineers. Additionally, Project Manager must be fluent in English to attend weekly coordination meetings with Project Officers, J4 USFK. Responses to this synopsis should include company name, address, and point of contact, phone number, email address, Cage Code, and size of business. Interested local businesses are required to submit a Statement of Capabilities (SOC) demonstrating: 1)Ability to develop database system: i)number of employees, ii)license of employees (if they have), iii)proficiency of English of Project Manager, iv)the types and range of skills of employees 2)Summary of relevant past performance history (with points of contact and applicable telephone numbers, FAX numbers, addresses and email addresses, if available) within the past three (3) years. 3)Offeror's existing and potential Teaming/Joint Venture information if applicable. This is not a request for proposals and in no way obligates the Government to award any contract. Responses must be received via email no later than 1300, Local Korean Times on 25 July 2011.
