- BRIEF DESCRIPTION OF REQUIREMENT The National Park Service (NPS), Grand Canyon National Park (GRCA), has a requirement for farrier services. This requirement is being issued as Request for Quote (RFQ) E11PX12034. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed are those in effect through Federal Acquisition Circular (FAC) 2005-53. This solicitation is a total set-aside for small business. The NAICS code is 115210-Support Activities for Animal Production (Farriers) with an associated small business size standard of $7 million or less annual revenue. No paper or email copies will be sent. Notifications of any changes to this solicitation will be made as modifications to this announcement. A firm, fixed price contract is anticipated to be awarded on or about July 27, 2011. DETAILS OF REQUIREMENT GRCA maintains approximately 36 head of livestock (mules) employed in a variety of maintenance and operations activities. Program activities range from implementation to support of trail construction. This work is performed in remote locations below the North and South Rims of the Grand Canyon. Shoeing work will occur on the South Rim in a designated shoeing facility. Details of this requirement include, but are not limited to, mule shoeing, corrective shoeing, shoe shaping and construction. Also included in this requirement are: mule basic first aid (as necessary), mule remedial care (as necessary), and instruction to NPS staff of mule first aid or well-care techniques. Additional service required in this contract includes: seasonal worming, grooming, and record maintenance as necessary to support this requirement. All work and scheduling will be coordinated through the NPS Trail Program Manager or a designated official of the NPS. All work will be inspected and approved by NPS Trail Program Manager or a designated official of the NPS. Services to be rendered as follows:--Recurring shoeing (4-shoes) of NPS mules, scheduled and coordinated with NPS staff every 6 to 7 weeks by farrier. --Seasonal shoeing of mules scheduled and coordinated with NPS staff every 6 to 7 weeks. Winter shoeing schedules will be dependent upon necessity of fall, winter and spring weather conditions. Generally, winter shoes will be placed mid-autumn, maintained/re-shod through the winter and replaced with summer shoes mid-spring --Corrective shoes for mules as needed.--Selected contractor will be required to update and/or maintain a full complement of mule shoe templates. Templates will be specific to NPS livestock and stored on site.--Yearly training of livestock staff on basic foot care for mules including, but not limited to, tacking on shoes. This training is typically eight (8) hours in length, or a full-day training session. This activity will be scheduled with GRCA trails supervision prior to implementation. Government-Provided Facilities and Equipment--Work to be performed at GRCA's livestock facility or blacksmith shop.--GRCA will provide the following equipment: propane forge, pneumatic hammer, anvil/s, existing shoe templates, shoe blanks, Borium/tungsten (carbide for winter shoe) shoeing nails, worming paste, medicine, wrappings, and related. --All other hand tools (rasps, puller, nippers, shoeing hammer, etc) and/or equipment will be provided by the farrier. The farrier service is expected to arrive for work on schedule, and on time for each shoeing appointment. PERIOD OF PERFORMANCE The period of performance starts approximately 7/27/11 and runs 12 months, with the possibility of up to four (4) one-year options. The NPS has the right to not exercise options. QUALIFICATIONS AND OTHER REQUIREMENTS --The farrier will have at a minimum: Certified Journeyman Farrier certification from the American Farrier's Association, or certification from the Brotherhood of Working Farriers. --Farrier will complete each round of shoeing in a timely manner. In effect, each round of shoeing will take place within a 14 day (2-weeks) period of time. --If an assistant is used, the hourly rate is to be no less than the prevailing minimum wage. CLAUSES AND PROVISIONS This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Clause 52.204.07 Central Contractors RegistrationCompanies providing proposals must have a Data Universal Numbering System (DUNS) number (9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities), and must be registered in the Central Contractor Registration (CCR) database. The CCR is the primary Government repository for Contractor information required for the conduct of business with the Government. A company that is not registered in the CCR may not be considered for award. Conversely having a DUNS number and CCR record does not guarantee award to a company. The CCR database is available online at www.bpn.gov, and there is no charge to register. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: -- "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors (Lowest Price Technically Acceptable or LPTA). PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. --The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The offeror must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful offeror shall complete and submit the provision [proposal] to the Contracting Officer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.233-3, 52.233-4, 52.203-6, 52.219-4, 52.219-8, 52.219-9, 52.219-16, 52.219-25, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.223-9, 52.225-1, 52.225-13, and 52.232-33. Clause 52.217-7, Option for Increased Quantity-Separately Priced Line Item. The Government may require the delivery of the numbered line item(s), identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor at any time prior to the expiration of the term of the contract. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
