- 7 July 2011OO-ALC/GHMKA6072 Fir Avenue Bldg. 1233Hill Air Force Base, UT 84056T-38C Avionics Post Production Support (APPS) SynopsisSolicitation # FA8211-11-R-3000 Point of Contact: Mr. Ryan Jones at ryan.jones2@hill.af.mil The Air Force anticipates awarding a contract for T-38C Avionics PostProduction Support (APPS), which includes sustaining engineering andContractor Logistics Support (CLS) for sustainment of the T-38C avionicssystem. The period of performance is anticipated to be 1 April 2012 through31 March 2013 (basic period) with four additional one-year options. In addition to the period of performance, a 90 day transition period is included for this requirement if applicable. FAR clause 52.217-8 will be included in this requirement for a possible 6-month extension past the period of performance. This requirement will utilize full and open competition. Requirements consist of Contractor Logistics Support (CLS), Contractor Operated and Maintained Base Supply (COMBS), systems and sustainingengineering, software development/support, and other hardware/softwaremodifications. The contractor will also be responsible for DiminishingManufacturing Sources and Material Shortages (DMSMS) support for the periodof performance of this contract to include the cost for all parts, hardwareand software development/modification and integration into the T-38C avionics system. Also, the Government requires a solution to integrate theFederal Aviation Administration mandated Automatic Dependent SurveillanceBroadcast-Out (ADS-B) system/functionality. Operational locations and COMBS facility locations are outlined in the APPSPerformance Work Statement. This acquisition will utilize Lowest Price Technically Acceptable (LPTA)source selection procedures in accordance with FAR 15.101-2, as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the technically acceptable offeror with the lowest evaluated cost/price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions,representations, certifications, and all other information required by Section L of the solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain theofferors best terms from a price and technical standpoint.
