Minimum lift no wind at sea level: Not less than a 25 lb payload (including tethered line). Minimum height of payload at sea level is 1200 ft. Above Ground Level. Aerostat must be able to be deployed with wind speeds up to 30 mph. Deployed aerostat must be able to withstand wind speeds of up to 70 mph. Aerostat must have a mechanism to address expansion due to temperature rise: Helium loss of 1% to 5%, depending on temperature swings and aerostat pressure. Net lift is at Sea Level: Net lift loss not more than 15% at 5000 feet. System must have means to deploy, recover and store aerostat. Launcher for the Aerostat system must be transportable and mounted on a trailer. Emergency Deflation Device is required. 2500 ft/800 lb minimum strength tether line required. System must use a line leveling winch that automatically spreads the tether across the spindle. System must have the ability to temporarily secure an inflated aerostat for up to 36 hours.
