Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MONTANA NATIONAL GUARD W9124V-11-T-3008 REQUEST FOR QUOTATION FOR CATERED MEALS To Be Served 13-27 August 2011 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code is 722320 and the size standard is less than $7.0 million. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective 1 June 2008 & Class Deviation 2005-00001. Offers shall propose a firm fixed price for approximately 6,160 catered meals and 660 servings of night subsistence to be served from 13-27 August 2011. Meals will be served at the Training Site Mess Hall located at Fort Harrison, Montana from 13-20 August, Limestone Hills from 21-24 August, then at Fort Harrison from 25-27 August. Vendor shall propose a firm fixed price PER MEAL for each of the three categories of catered meals - breakfast, lunch, and dinner, respectively - according to the terms and conditions of this entire Performance Work Schedule (PWS). The meal schedule, number of Soldiers, and suggested menus are as follows: 13 Aug 2011 Dinner: Will begin NLT 1800-1900 delivered to the Training Site Cafeteria bldg 1011for 220 Soldiers. Meals should be similar to: 2 baked chicken pieces, C. potatoes, C whole kernel corn, 1 C Beef Barley soup, 1 C tossed vegetable salad, assorted salad dressing, C chocolate pudding, low fat milk, coffee, cold sweet drink. 14 Aug 2011 Breakfast: Will begin NLT 0600-0700 delivered to Training Site Cafeteria, bldg 1011for 220 Soldiers. Meal should be similar to: fresh assorted fruit, chilled orange juice, eggs to order, margarine patties, coffee, assorted dry cereal, steak sandwich, hash brown potatoes, mild low fat 2%, ketchup, and Tabasco sauce. Dinner: Will begin NLT 1800-1900 delivered to Training Site Cafeteria, bldg 1011 for 220 Soldiers. Meals should be similar to: Beef barley soup, crackers, savory baked chicken, fresh assorted fruit. Vendor will be provided a copy of the 20 day menu and ration breakouts. 1. The Montana National Guard anticipates purchasing from a single vendor, approximately (not to exceed) 3,080 catered breakfast meals, 3,080catered dinner meals, and 660 servings of Night subsistence. 2.The food must be fully cooked off-site and transported to the serving facility fully cooked in a vendor owned facility. 3.The quality and serving portions of the meals must be equivalent to commercially available prepared meals. 4.The serving times of the meals must be flexible depending on the needs of 1-163rd CAB IN. 5.The vendor will be required to provide napkins, eating utensils, paper plates, and hot and cold beverage cups. 6.The vendor shall be responsible for cleaning the serving line and everything behind the serving line, including emptying the trash. 7.The vendor shall be responsible for cleaning the serving area, including wiping down the tables and sweeping the floor. 8.The vendor shall be responsible for cleaning any heating or beverage serving appliances which may (or may not) be made available to them for their temporary use in the dining facilities. 9.The vendor is responsible for serving and portion control. Buffet style serving is preferred. Ala carte ordering is prohibited. 10.Meal pricing must include all overhead, delivery, and clean-up costs. Gratuity is prohibited. 11.Vendor will invoice meals by date and type. 12.Point of Contact (POC) will provide vendor with head count personnel and sign-in sheets for meals. Participants will sign a different sign-in sheet for each meal. POC will coordinate with vendor to adjust number of meals as necessary. The provision of 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items (April 2002) applies to this RFQ. 52.212-3 Alt I clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation - Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors are considered. The following factors shall be used to evaluate offers: Price and Technical Capability. If products from offerors are found to be technically equivalent, price will be the determining factor.
