- Critical Capabilities - Emergency Operations Training Academy Support Services Draft Performance Work Statement - Emergency Operations Training Academy Support Services The US Department of Energy (DOE), National Nuclear Security Administration (NNSA) intends to award a commercial items FAR Part 12 contract to a single contractor who can provide mission support to the Emergency Operations Training Academy (EOTA). It's contemplated that the contract award will include a firm fixed price line item for day-to-day operations with time and material line items to support training surges, consultants, and travel needs. Issuance of the solicitation is expected sometime in September 2011 with award on or about 1 February 2012. The mission of the EOTA is to implement policy through a comprehensive training professional development program geared to providing NNSA HQs and site office personnel basic and enhanced professional skills, knowledge and abilities consistent with high quality and effective nation-wide job performance. EOTA performs this mission by operating a training center located in Albuquerque, NM, and coordinating and certifying related emergency operations/management training developed and delivered at other NNSA Site Offices located throughout the country. EOTA also ensures the effective and efficient training of emergency operations personnel throughout DOE who are or may become involved in the planning, preparedness, and response of vital national resources. The Academy provides oversight for all emergency operations training at all DOE/NNSA facilities for NA-40. Where appropriate the Academy implements training programs to enhance the quality and depth of emergency management and response throughout DOE/NNSA. The EOTA may support other designated government and private-sector national and international organizations that require professional training, education, and vocational services. Currently, the NTS supports DHS/ODP by providing weapons of mass destruction (WMD) responder training. For informational purposes only, this requirement has security requirements in accordance to DEAR 952.204-2, Security Requirements and DEAR 952.204-73, Facility Clearance. Selective vendor will need to be able to obtain and possess a Facility Clearance prior to award. A reading room will be established in order for interested parties to review pertinent documents associated with this procurement. All questions with answers will be posted in the reading room. A draft Performance Work Statement is attached to this synopsis for industry comments. All requests for information, a copy of the solicitation upon issuance, pose a question, or voice concerns shall be submitted in writing to the Contracting Specialist, James Cochran, via email to james.cochran@nnsa.doe.gov. All interesting vendors interested requesting information, providing comments, submitting questions, or voicing a concern regarding this procurement shall include at a minimum the name of the company, contact information (Name, email, telephone), and business size standard.
