Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6 and (FAR) Part 13 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, Fixed-price offers are requested under this Request for Quotation (RFQ). This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-53. The prevailing Department of Labor Wage Determination applies. This solicitation is set-aside 100% for small business. The Product Service Code is T006, and the associated North American Industry Classification System (NAICS) Code is 517919. The small business size standard is $25.0M. 1. REQUIREMENT: The U.S. Department of Labor Office of Public Affairs has a requirement for television and radio monitoring services for the period of 1 October 2011 to 30 September 2012 plus four 12 month options. The Department of Labor Wage Determination WD 05-2104 (Rev.-12) 22 June, 2010 is applicable to this requirement. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference; Provision 52.212-1-Instructions to Offerors/Commercial; 52.212-2-Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and conditions; 52.212-5 Contracts Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.222-26 EO 11246; 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52-217-9 Option to Extend the Term of the Contract. Quoters should include a completed copy of 52.212-3, Offeror Representations and Certifications/Commercial Items with their reply. The full text of the Federal Acquisition Regulation (FAR) may be accessed on the internet at http://farsite.hill.af.mil/vffara.htm Interested parties may submit quotes via email no later than 15 July 2011 at 4:00 P.M. Eastern Standard Time. Submit quotes to Rhodia.Keith.L@dol.gov. Quotes may also be hand carried to the U.S. Department of Labor. Phone calls will not be accepted. Parties responding to this solicitation must include the following information: 1) company's complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Duns number; 4) Bidders must meet the requirements of the statement of work. Bid Schedule: BASE YEAR: 1 October to 2011 to 30 September 2012 OPTION ONE: 1 October to 2012 to 30 September 2013 OPTION TWO: 1 October to 2013 to 30 September 2014 OPTION THREE: 1 October to 2014 to 30 September 2015 OPTION FOUR: 1 October to 2015 to 30 September 2016 BASIS FOR AWARD: The Government intends to award a Firm-fixed Price purchase order with option years to the eligible, responsible offeror whose quote conforms to the solicitation and is the lowest priced technically acceptable (LPTA) offeror. EVALUATION FACTORS The Government will evaluate the Contractor(s) price and technical proposal as follows: Price - Aggregate value of proposal which includes ALL option years. Contractor shall provide pricing for base year and 4 option years. Technical- Proposal must demonstrate that the vendor is capable of performing satisfactorily, able to meet performance standards identified in the statement of work and will be available for the duration of work. The offeror shall submit a proposal that outlines available products and services as well as demonstrates high quality work and acceptance of the SOW. Ability to Meet Timeframe Requirements - The offeror shall have off-site capabilities to meet timeframe requirements specified in the SOW. Past experience - Contractor shall demonstrate expertise in similar work within the past three years. Offerors shall provide three references. STATEMENT OF WORK 1. Title: Television and Radio Media Monitoring Services 2. Background : The U.S. Department of Labor (DOL) administers a wide variety of programs, laws and regulations that reach into virtually every aspect of work-life. This includes job training programs, pension programs, safety and health in the workplace, foreign worker programs, worker's compensation, federal contract compliance, and international labor programs to name a few. As such the Department needs to know how actions on these programs affect the general public. Many times, this happens through the news. 3. Objectives : The Department's Office of Public Affairs, Division of Audiovisual Communication Services (DAVCS) seeks the services of a contractor to provide access to television and radio monitoring services and to meet the performance requirements listed below. The contract for the following services will consist of one base year with four (4) option years. 4. Scope: The contractor will provide monitoring reports of media segments and web-based streaming of digital video clips from all 210 media markets, Nielsen data and copies of media in multiple formats. 5. Performance Requirements. •5.1 Task 1: Monitoring of Media Segments: Human monitoring of media segments to provide a synopsis of a clip that will also note visuals and edit out closed captioning errors from National, cable and all 210 media markets. Contractor shall edit out duplicate or irrelevant stories to increase efficiencies of Dept of Labor employees. Human editing of coverage from media and extracting of critical information is crucial. Contractor shall provide a complete and comprehensive review and summary/analysis of news stories on a daily basis from all national and local television and radio in electronic form. •5.2 Task 2: Web-based Streaming: Web-based streaming of digital video clips in all 210 media markets. A "preview" of each news segment to be made immediately available to DAVCS to determine if the purchase of a DVD is needed. •5.3 Task 3: Providing Nielsen Data: Nielsen audience figures for broadcast segments should be available if requested by DAVCS. •5.4 Task 4: Providing copies of media in multiple formats: DVD copies of DOL chosen news segments from stations outside of the National Capital area on a next day basis. For National networks and cable news stations copies are needed on a same day bases. 6. Place of Performance. Work is to be performed at the contractor's site. 7. Period of Performance : The contract will be for one base year after date of award with four (4) option years. 8. Deliverables: 8.1 Video Clips - * DVD media clips as selected by the Department of Labor from stations outside of the National Capital area on a next day basis. * National network and cable news selections must be available same day. 8.2 E-mail Notifications - Daily e-mails which contain: * A daily synopsis of news clips relevant to the Department * Web-based streaming video from all 210 media markets for stories directly related to the Department of Labor for decision making on purchase of the video segment * Nielsen audience figures for broadcast segments upon request by DAVCS 8.3 Synopsis and Digital Video Files - * The television coverage must provide a synopsis of the coverage along with an attached digital video file that previews the segment in near real time for 210 media markets. This will enable the Department of Labor to view its media coverage in a timely basis and also enable them to decide if a tape purchase is necessary. 8.4 Synopsis and Elimination of Duplicates - * Human monitoring of television segments to provide a synopsis of clip that will also note visuals, edit closed captioning errors from National, cable and 210 medial markets is necessary. It is requested that the provider can edit out duplicate or irrelevant stories. Human editing of coverage from media and extracting of critical information is crucial. 9. Section 508 Accessibility Standards. The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable (if box is checked) to this acquisition.
