Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS ONLY AVAILABLE TO CONTRACTORS UNDER N00164-07-C-4429. Naval Surface Warfare Center, Crane Division intends to issue a modification to increase the ceiling on contract N00164-07-C-4429 currently held by Motorola Inc., U.S. Federal Governments Markets. This increase will cover the last option year for Life Cycle Support Services of the Land Mobile Radio, Computer Aided Dispatch and Mass Notification assets throughout U S Naval Region Europe as follows: Configuration Management, Inspection and Preventative Maintenance, Diagnostics and Repair, Spare Parts Inventory Management, Training for System Operation, Training for System Administration (as required), Distance Support, Cost estimates for expansion of existing capability to cover new requirement, Coordinated Life Cycle Enhancement, Software Version Upgrades, Obsolescence Management, Rollout of Functional Upgrade, and Development of Training curriculum/materials/schedule. The ceiling increase is necessary as the Navy has greatly expanded its Land Mobile Radio System infrastructure to interconnect radio repeater sites and to direct the voice communication traffic to any other location on the network. This contract action will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304(c)(1), One Source or Limited Sources. An offer will be solicited from Motorola Inc., U.S. Federal Governments Markets, 7031 Columbia Gateway Drive - 3rd Floor, Columbia, Maryland 21046. The proposed ceiling increase is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). It has been determined that the Government requirement for these services can only be met by one manufacturer due to the contractor having unique qualifications to provide these services.
