- A-HAV Reagents In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention (CDC) intends to issue a sole contract to Ortho-Clinical Diagnostics, for a VITROS ECi Immunodiagnostic System. VITROS ECi Immunodiagnostic System from Ortho-Clinical Diagnostic has been used by DVH consistently since 2004 to measure incident and chronic infection with hepatitis viruses in the National Health Survey and other important public health studies. The diagnostic kits and consumables for this system have been approved by FDA, validated in our laboratory and are required for us to perform consistent laboratory service for the NHANES and other important public health studies. Since this is a closed diagnostic platform, VITROS ECi Immunodiagnostic System can perform serologic testing for viral hepatitis using VITROS ECi Kits of reagents and corresponding VITROS ECi consumables only. Kits and consumables from other vendor are not compatible with this diagnostic platform. Purchase of other kits would require another set of equipment and additional validation that would cost time and money for our program. The Division Hepatitis Reference Laboratory, Division of Viral Hepatitis Laboratory Branch, will purchase the VITROS ECi Kits of reagents and corresponding VITROS ECi consumables from Ortho-Clinical Diagnostics due to the fact that these will function on VITROS ECi Immunodiagnostic System that is already in our laboratory. They are the only manufacturer that makes these and is the sole vendor of the reagents. It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
