Authority: 10 U.S.C. 2304(c)(1), Justification: supplies required are available fromonly one or a limited number of responsible sources(s) and no other type of supplies orservices will satisfy agency requirements. This notice of intent is not a request for competitiveproposals. The solicitation is sole source to CFMI (Cage Code 58828) due to lack of sufficientdata/specifications. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source underthe authority of FAR 13.501. All responsible sources may submit acapability statement, proposal, or quotation which shall be consideredby the agency. One or more of these items under this acquisition issubject to the Free Trade Agreement. Surplus Note: Surplus proposals must be able to provide the entirerequired quantity in order to be considered. ALL surplus requirementsmust be met in order for surplus to be considered for award. Nocommercially repaired, reconditioned or modified surplus COTS materialwill be authorized and/or acceptable for use in Military F108-CFM56engines. No FAA-PMA manufactured new/unused replacement parts that wereapproved for production under these methods, FAA designees: DER, DOA,DAS is allowed unless specifically approved SAR package or OC-ALC/GKGBABEngineering approval prior to acceptance inspection. PMA/PNs areidentified with either prefix/suffix to differentiate from OEM P/N andare not acceptable without prior approval. ATA Spec 106 is not an FAAacceptable form for surplus material. Surplus material shall be new/unused material and acceptance inspectionshall be conducted at contractor's facility by DCMA/QAR. Commercial offthe shelf (COTS) surplus parts, supplied by surplus vendors shall havethe original FAA Form 8130-3 or Certificate of Conformance withappropriate documentation annotated by the OEMs manufacturing sources.An incomplete, altered or incorrect FAA 7130-3 and/or Certificate ofConformance is unacceptable as an Airworthiness Release Record. Asurplus vendor is a supplier not the manufacturer of subject part andcannot verify part meets FAA design and Airworthiness standards. Thesolicitation will identify the specific surplus requirements. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
