Description
The U.S. Department of State, Human Resources, Office of Overseas Employment has a requirement to obtain commercial off the shelf compensation reports. The compensation reports are used to assist the Department, HR/OE in establishing compensation plans for over 50,000 staff members among a wide variety of U.S. Federal agencies that may be present in a country. Most of the employees are non-US citizens, traditionally known as Foreign Service national employees (FSNs). They are hired in country to support Federal agencies and help run their particular programs. The Foreign Service Act of 1980 requires each local compensation plan be based on prevailing wage rates and compensation practices for corresponding types of positions in the locality of employment. Regulations for implementing this requirement are contained in the Foreign Affairs Manual (FAM) and the Foreign Affairs Handbook (FAH). The local compensation plans form the basis for all compensation payments to FSN and other locally employed staff. All payments to LE Staff, such as salary, direct benefit payments and premium compensation, and USG contributions to host government social insurance or private insurance plans, must be specifically authorized in the local compensation plan. The primary objective of the Interagency Locally Employed (LE) Staff Compensation program is to provide a total compensation package that will enable agencies to recruit, retain and motivate highly qualified and competent LE Staff for long-term continued employment with the United States Government under conditions that fully support U.S. government objectives in each country. In accordance with the Section 408 of the Foreign Service Act the LE Staff Compensation program will apply a total remuneration model which includes cash compensation and other benefits that are locally prevailing. A total compensation package will be based on the application of a total remuneration model and will demonstrate that the U.S. Mission is a competitive and responsible employer. Country specific total compensation levels will be determined by measuring total compensation levels in the external labor market in the locality of employment and acheiving a level of pay which will attract, retain, and motivate highly qualified employees. In order to meet the project objective the vendors shall provide up to date compensation data (pay and benefits) on an annual basis from 182 or more non-US countries for actual benchmark survey jobs from qualified survey companies. Multiple vendors will be selected who have an adequate proprietary total compensation database which are commercial off the shelf reports for one or more non-US countries that will provide OE the basis for recommending and making revisions to local compensation plans consistent with the FAM and FAH. One award will be a small business set aside for this requirement. This is a presolicitation notice and the solicitation is expected to be posted on or around July 26th.
