Description
This project will provide for Design/Bid/Build Construction Project ST 09-0339, Waterfront Repairs, Naval Submarine Base New London, Groton, Connecticut. The work includes waterfront repairs at the Marginal Wharf and portions of Pier 15 at the Naval Submarine Base New London, Groton, Connecticut. The repairs will restore the structures to the original design load capacities and eliminate further deterioration of the wharf and pier. The site consists of approximately 15,400 lf of marginal wharf which encompasses the entire water ™s edge of the Base. Pier 15 provides support to the Base ™s floating dry-dock. The scope of work includes Pier 15 pile repairs (structural encasements) and installation of a cathodic protection system. The work also includes Marginal Wharf repairs including: structural pile encasements, cathodic protection repairs including anode installation and repairs to rectifiers, deck replacement and installation of new piles (Marginal Wharf between piers 12 “ 15), repairs of structural members (beams, decks, pile caps, replacement of reinforced concrete utility trench covers, abutments, and steal sheet pile bulkheads including recoating). Item 0001 (Base Item) is to provide the entire work complete in accordance with the solicitation. This acquisition will result in a Firm Fixed Price (FFP) contract for construction. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The source selection process to be used for this acquisition is Lowest Price Technically Acceptable (LPTA) as described in FAR 15.101-2. The completion date for the base contract is 754 days. Note: Area identified as Site 1 on Construction Drawing C- 102 shall be completed within the first 239 days. See Construction Drawing C-102 Site Phasing Notes 1 and Specification Section 01 14 00 Work Restrictions 1.3.1 a. If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount to be determined at the time of award for each calendar day of delay until the work is completed or accepted (FAR Clause 52.211-12). The magnitude of this construction project is between $10,000,000 and $25,000,000.
