- Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Radiation Biology Branch (RBB) plans to procure the brand name Bruker Invitro Small Animal 1.0 T MRI System from Bruker Biospin, 15 Fortune Drive; Billerica, MA 01821-3991. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 180 days from date of award. The acquisition of the proposed system will provide anatomic images with a small animal MRI system capable of imaging experimental animals such as mice and rats for the NCI’s ongoing projects of tumor molecular imaging of tumor physiology using Electron Paramagnetic Resonance Imaging (EPRI) which lacks anatomic information. The following salient characteristics apply to the Icon 1T In-Vivo Small Animal MRI System: - Must be sited in a space of 6 ft by 6ft in the EPRI lab adjacent to the EPRI scanner. - Scanner with automatic frequency corrections and sequences in the control software which have navigator sequences with echo pulse sequences to correct for field drifts due to temperature variations in the room. - The magnet must be a permanent magnet and should have maximum field strength of 1.0 T and have a horizontal bore. The system at this field strength with permanent magnets permits placing the MRI scanner in the existing EPRI lab adjacent to the EPRI scanners developed by the RBB in CCR in the available space of 6 ft x 6 ft. - Provides anatomic maps which can be co-registered with maps of molecular imaging with other modalities. - Circuitry which can compensate for field drifts associated with magnetic fields generated with permanent magnets. - Capability to acquire images with respiratory and cardiac gating. - Ability to acquire images with ultra short TE with echo times not longer than 10 microseconds. - Capability to acquire images with Echo Planar Imaging (EPI) sequences - Sequences for FLAIR (Fluid attenuated inversion recovery) - Image acquisition capabilities with RARE sequences (Rapid acquisition with relaxation enhancement). - Ability to acquire images with diffusion weighting - Ability to implement look locker sequences in T1 weighted imaging. - Capability to have respiratory and cardiac gating for mice and rats. - Ability to acquire and reconstruct multi echo images. - Ability to reconstruct 3D reconstruction with MIP. - Ability to generate parametric maps of fractional anisotropy, T1/T2 relaxometry. - Work station shall have capabilities for: - Image processing and visualization tools - Quantitative Region of Interest (ROI) - - 3D data processing - Orthogonal views - Intensity classification - Maximum Intensity Projection - Image algebra and fit programs - Tools for 3D segmentation and surface rendering The Bruker Biospin product, ICON MRI scanner is the only known commercial instrument with the unique characteristics critical for research in the NCI. Bruker Biospin is the sole manufacturer and distributor of this equipment. No other known sources exist to provide this equipment. The features mentioned above are necessary for the mission of the lab. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on July 26, 2011. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
