- Description
- The Federal Protective Service's East Consolidated Contracts Group proposes to incorporate funding for an American Recovery and Reinvestment Act (ARRA) construction project using an existing Requirements type contract under which services will be issued on a labor hour basis. Protective Security Officer (PSO) services are required at the Lafayette Building, 811 Vermont Avenue, NW. Washington, DC, with an estimated total value of $313,119.84. The requirement for these services will be approximately 8,184 hours performance hours over a 12 month performance period. The basic contract was completely award on 09/11/2008, and is currently in its third ordering period. A firm fixed price contract was not selected, since it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. This effort is to provide services for 3 posts at the Lafayette Building, located 811 Vermont Ave. NW, Washington, D.C. The agency has anticipated this project to start on 09/15/2010, but due to unanticipated contractor delays the project's start date was pushed back to 10/06/2010. Future unforeseeable delays could also impact the hours these guards will need to work during this construction project. In addition, due to possible schedule constraints, the agency anticipated that construction contractor may have to be to perform some construction work during evening hours or at other times which are outside of the normal post working hours. The agency estimates that this could occur up to 20% of the time. This makes predicting the hours needed for the future difficult to predict at this time.
