Description
The solicitation number has been amended to: HSTS02-11-R-CGO027 The Transportation Security Administration (TSA) intends to release a solicitation to upgrade to the web based version of the Alion CM tool to the incumbent contractor, Alion Science and Technology Corporation, 1759 Tysons Blvd., Suite 1300, McLean, VA 22102. The proposed contract action will provide an upgrade to Air Cargo's current version of the commercial off the shelf (COTS) product CounterMeasures Software, which provides technical integration with other TSA branches that use the CounterMeasures Software, report engineering services, data management services, and project management support. The upgrade will improve data sharing between TSA branches that utilize this software and will enable an enterprise version of CounterMeasures with Multi-Modal modules to be housed on the Transportation Operating Platform (TOP). A non-competititve contract action is required because the software tool, CounterMeasures, is a licensed product and Alion Science & Technology is the exclusive developer with sole data development rights. It would not be cost effective in terms of time, cost, and effort for TSA to acquire a separate contract to provide/replace the currently utilized software. The period of performance for this sole-source contract will be for 12 months (base year) from the date of award with four one(1) year options. All responsible sources may submit a proposal which shall be considered by the Government.
