Description
This notice serves as a pre-solicitation notice for procurement of the Joint Air-to-Surface Standoff Missiles (JASSM) Enterprise Management System (JEMS) acquisition (FY 12-14). The JASSM Program Office estimates awarding separate sole source contracts for Increment 2 (FY 12), Increment 3 (FY 13), and Increment 4 (FY 14). This acquisition is contemplated as sole source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Lockheed Martin Information Systems and Global Solutions-Valley Forge, Building D, Room 15D32, 230 Mall Blvd., King of Prussia, PA 19406. Specific requirements may include, but are not limited to: Integrate Terminal Area Model (TAM) tasking, production, and dissemination workflow management, local source data cataloging, Weaponeering Data Sheet automation, automated e-mail notification, TAM production status reporting, and change management. Additionally external data source interfacing, and integrated Continuity of Operations (COOP) system and JASSM data visualization are required. Support items include, but are not limited to program management, software engineering, logistics, test support, information assurance support, software upgrades to support operational TAM production, associated data, and any other supplies or services needed to sustain the JEMS program over the life of the system, as well as all facilities, equipment, labor, software, and test equipment necessary to produce JEMS. Delivery of each increment is anticipated approximately 8 months after each contract award. Sustainment activities include JEMS software deficiency fixes and migration to new operating systems as needed, plus the repair infrastructure; and any other supplies or services needed to sustain the JEMS program over the life of the system. Repair infrastructure includes: Program Management, Business Management, and Administrative Support. The fulfillment of the supplies/services listed above requires substantial initial investment and an extended period of preparation for software design, engineering, and development. All responsible sources may submit a capability statement which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide JEMS without substantial duplication of costs. Anticipated Request for Proposal for JEMS Increment 2 will be approximately during the 4th Quarter of FY 11 or 1st Quarter FY 12 with engineering, development, and delivery expected during 2nd Quarter, FY 13. Date of closing response to this synopsis is during the 4th Quarter, FY 11. The date of response to this synopsis for the JEMS Program is forty-five (45) days after the date of this synopsis publication. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
