Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals will be accepted and a written solicitation will not be issued. The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.501(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), with Chesapeake Perl, 8510A Corridor Rd, Savage, MD 20763, as the only responsible source that can provide the specialised services needed to fulfill this acquisition. The requirement involves using Trichoplusia ni (T. ni) larvae to express recombinant mutant proteins of paraoxonase 1 (PON 1) a potential catalytic bioscavenger. Plasmid constructs will be made in tansfer vectors and recombinant baculovirus technology will be used to transfer T. ni larvae for the expression and production of sufficient quantities of various recombinant proteins with relatively low cost. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable service is provided by Chesapeake Perl.
