- Amendment #1 - The Closing Date is hereby extended to 07/15/2011 at 11am MT. There are no changes to the Specifications or the Terms and Conditions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation #L11PS00786. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-52. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 314912 - Canvas and Related Product Mills, the business size standard is 500 employees. The Bureau of Land Management (BLM), National Interagency Fire Center (NIFC) has a requirement for 120 rolls of a Radiant Heat Reflective Laminated Cloth, used to wrap historic structures endangered by approaching wildland fire. Shall be an aluminized coated material capable of reflecting 95 percent radiant heat temperatures of 1000 degrees Fahrenheit for approximately 10 to 15 minutes and temperatures of 300 degrees Fahrenheit for an approximately 30 minutes; shall prevent amber impingement; shall have a slick type finish to allow material to be pulled across rough surfaces; weight shall not exceed 70 lbs per roll, rolls shall be approximately 48 - 54 inches wide by 300 ft in length. The rolls of cloth shall be delivered within 20 days after an order is issued, partial deliveries shall be accepted. The cloth shall be delivered F.O.B. Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item. Upon delivery, the cloth shall be visually inspected by the Government for compliance with the contract specifications. No rolls of cloth shall be accepted that do not comply with the specifications. Final acceptance shall be the responsibility of the Contracting Officer (CO). FAR 52.212-02 EVALUATION-COMMERCIAL ITEMS Past Performance shall equal Price. PAST PERFORMANCE: Offeror shall provide company/organization names, name of contact person, telephone number and information regarding items and quantities supplied for three (3) contracts/orders performed within the two (2) years for similar item and of similar magnitude. Past performance can be based on the Contracting Officer's knowledge, contractor provided references, and other reasonable sources. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by July 7, 2011, 11:00am MDT to the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
