Description
AMENDMENT 0001 The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) intends to initiate a Request For Quotation (RFQ) to provide labor, materials, and service to dry-dock and repair the inland waters welded steel crane barge (CEMVR Hercules). From the final design package, the contractor will repair and modify the structure, test and deliver the ready and mission capable barge intended to serve the U.S. Army Corps of Engineers, Illinois Waterway Office, Rock Island District in Peoria, IL in support of its navigation support mission on the Illinois Waterway system. The HERCULES is a fully revolving floating crane. The crane is a Manitowoc model 4600 Vicon Series 3 platform mounted on a barge, 200'x 70' X 10'-0". The vessel's primary mission is to provide maintenance for the Illinois Waterway Project. The scope of the repairs includes dry-docking the vessel and the repair of: hull internal bulkheads; hull internal stiffeners and structure; and hull bottom and side plating as determined by plate thicknesses from an audio gauging survey done by MDC in June of 2007 and by an MDC contractor in the fall of 2010. Options for structure modification to add tow knees and for repainting the deck will be included. Upon completion of repair the vessel will be launched from the dry dock for transit. Another option is transporting the vessel from USACE St. Louis Service Base, Mississippi River mile 176.8, western bank, located at the foot of Arsenal Street at the Mississippi River, St. Louis, Missouri to the contractor facility and return the vessel to the same location in St. Louis at the end of the repairs. It is anticipated that the dry-dock work will be performed in the period from mid July to the end of August of 2011 with the repair work being completed by mid September 2011. Liquidated damages are included in this contract and bonding is required. Solicitation No. W912BU-11-T-0043 will be available on or about 7 July 2011 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFQ and any amendments. Prior to the award of any contract under this solicitation the successful offeror will be required to enter into a "Master Agreement for Repair and Alteration of Vessels". Offerors that entered into the agreement prior to this solicitation need not comply with this clause. All contractors are required to be registered in the DOD's Central Contractor Register before award as required by DFARS 204.7300.
