Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the Threat Signal Simulator Program (TSSP) to develop and build operationally relevant threat representations using injection jammer technology and foreign commercial communications (COMS) systems involving Electronic Attack, Electronic Support, and Electronic Intelligence capabilities in the live, virtual and constructive Electronic Warfare (EW) environment. The technology from these programs will be used to develop the next generation of threat systems required by the Government for testing. This synopsis is to announce PEO STRI's intent to pursue a sole source Cost Plus Fixed Fee (CPFF) award with Scientific Research Corporation (SRC). The award will maintain sufficient continuity of effort in response to ongoing developmental efforts to establish Army requirements, as specified by the approved Army Test and Evaluation Command (ATEC) Threat Capabilities Requirements Document (TCRD), and will support the continuation of ongoing TSSP development, testing, integration, installation and training plus support for field exercises. The additional effort will continue the development and integration of TSSP key capabilities, integrate existing and future research, and develop up to Top Secret/Sensitive Compartmented information products requested by customers on a quick turnaround basis. The maximum amount for the TSSP effort is $75M. This CPFF contract will have a total potential period of performance of five years (a one-year base period and four one-year option periods). This notice is provided to verify that no other sources can meet this requirement. The point of contact for information regarding this solicitation is Caryn McGraw (407) 208-3419. Responses can be sent to caryn.mcgraw@us.army.mil by 26 Jul 11. This is not a request for proposals. A determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 6.
