- The intent of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for services to "Replace Brass Steam Valves with Stainless Steel" at the VA Illiana Health Care System, Danville IL 61832 with Lee & Ryan, 1707 Melody Lane, Greenfield IN to remove all brass steam valve bodies serving air handler units' respective heating coils within the Danville VA Medical Center and replace with the appropriate stainless steel valve units. This installation is urgent due to the time to implement the installation of the valves requires installation before the onset of heating season. As a result, the government intends to award a contract to Lee & Ryan for these services on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-2, Unusual and compelling urgency. In accordance with FAR 6.302-2, agencies are permitted to utilize this authority when the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued via Federal Business Opportunities. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. No solicitation document exists and no telephone inquiries shall be accepted. Information can be sent to the Department of Veterans Affairs, R.L.
