- The AETC Contracting Squadron at Randolph AFB has a Sole-Source requirement to purchase services from FlightSafety as described below:. The NAICS Code is 611512; size standard $25.5 IAW 10 U.S.C. 2304c(1), as implemented by FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made in accordance with the following Description of Supplies: DESCRIPTION OF SERVICES: Contractor shall provide The Mexican Air Force (MAF) currently uses the JetStar aircraft in operations in support of Mexican National Security. The MAF has a requirement for four (4) personnel to train in JetStar Initial Pilot training. The estimated period of performance for this acquisition is Aug 11 - Dec 11. Facts justifying the award of a sole source contract: Flight Safety International is the only company that has the technical capability to provide academic and simulator training consiting of the ability to operate the JetStar aircraft under visual and instrument flight conditions, cross-country navigation including training on the physical and mental skills and knowledge objectives for basic flight maneuvers, emergency procedures, flight planning, and day/ night instrument flight profiles. All responsible sources who feel they can provide the above requirement at prices, terms and conditions, equal to or better than those which can be provided by FlightSafety International, should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement.
