PR Number(s): FD2030-11-81630NSN: 2840-00-675-8137 RVNoun: DUCT,COMPRESSOR,AIRP/N: 754438Applicable to: TF-33Delivery: 5 each Monthly Beginning 29 June 2012Quantity: Range Min 9 / Max 53 Electronic procedure will be used for this solicitation. Qualificationrequirements apply. Current Qualified sources are: EDAC TechnologiesCorp. (02382), Flanagan Bros Inc (06959), Electro/Methods Inc (33617),Metro Machine Works (50554), Union Machine Co of Lynn Inc MA (51992),and Space Craft MFG Inc Milford CT (53385). Justification: Supplies (orServices) required are available from only one or a limited number ofresponsible source(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies in which the Government intends to solicit and negotiate withonly one, or a limited number of qualified sources. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. All proposals received within 45 days after dateof publication of this synopsis will be considered by the Government.Determination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation.It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s)listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 734-8241. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. This acquisition involves technology that has a military or spaceapplication. The extent of foreign participation has not yet beendetermined. Nothing in this notice contradicts otherrestrictions, identified in the synopsis notice or solicitation,regarding eligible sources (e.g., if this is a small business set aside,foreign sources may not participate as potential prime contractors butcould, if otherwise eligible, participate as subcontractors). Request for Written Quotation will be issued. The anticipated awarddate will be 60 days after the issuance of this notice.The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received within fortyfive-days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION.
