- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-2, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The US Army Contracting Command-Aberdeen Proving Ground, Aberdeen Installation Contracting Division, Aberdeen Proving ground, MD 21005-3013, has a requirement to procure the following items: onsite training and configuration, specific to Campbell Scientific equipment in the Army Test Center's Atmospheric Effects Team environmental data collection network. The period of performance window of opportunity for the training is July 18, 2011 through November 17, 2011. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Government intends to award a sole source contract to Campbell Scientific, Inc., 815 West 1800 North, Logan, Utah, 84321. This vendor is the sole manufacturer of the data loggers and sensors deployed in the network infrastructure and the vendor owns the proprietary drawings and does not use resellers or distributors. Efforts to solicit other contractors are being made via this announcement in accordance with FAR 5.2. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other purchases of this nature. All responses received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 12:00PM EDT, July 18, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
