- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AT THIS TIME.The U.S. Environmental Protection Agency (EPA) is currently in the acquisition planning stage for the potential award of a contract for contract support to assist its efforts in developing and implementing regulations. For this work effort, the contractor shall provide technical and analytical support for contaminant occurrence, cost/ benefit, economic, financial, and regulatory analyses, along with characterization of potential limitations of those analyses. The contractor shall also provide technical and analytical support for environmental and analytical chemistry, statistics, engineering, hydrology, hydrogeology, public health and risk assessment, system analysis, cost and benefit assessments, database management, Geographical Information Systems (GIS), and microbiology relating to the requirements of the Safe Drinking Water Act (SDWA) Amendments. The contractor shall also provide support for development of standards, criteria, and program mandates being considered b y the Agency relative to the requirements of the SDWA Amendments and other statutes (such as Small Business Regulatory Enforcement Fairness Act (SBREFA) and Unfunded Mandates Reform Act (UMRA) already in place. Additionally, the contractor shall also provide administrative program support in areas of information management, outreach, technical writing and coordination of logistics.The purpose of this announcement is to identify potential small business concerns with the capability to perform services in the draft Performance Work Statement (whereby at least 50% of the labor cost of contract performance shall be expended for employees of the Small Business per FAR 52.219-14) located on http://www.epa.gov/oam/cinn_cmd. The specific areas to be addressed in the capability packages submitted by respondents are as follows:1) All subsections under PWS Section 1.0 REGULATORY DEVELOPMENT, REVIEW AND REVISION, and 2) Subsection 2.1 POLICY AND PROGRAM IMPLEMENTATION SUPPORTAll interested parties (Small Business concerns) are hereby invited to submit a capability statement. The Government will evaluate each capability statement based on the interested party's demonstrated qualifications, capabilities, expertise, experience and past performance in each of the PWS sections/subsections noted above. Standard company brochures alone will not be considered as adequate demonstration of capability. To be considered a potential source, a firm must demonstrate it has the necessary labor mix and capacity, materials, equipment and facilities to support the effort as delineated above. A cost-plus-fixed-fee, level of effort, term-type contract is contemplated, with one 12-month Base Period plus six (6) 12-month Option Periods to extend the term at the Government's option. The base level of effort for each term is approximately 23,000 direct labor hours. Options to increase the level of effort for each term by up to an additional 46,000 direct labor hours will also be included. The applicable NAICS code is 541611, with an applicable size standard of $ 7.0M. In the capabilities statements, the interested party should provide their size status for the above-referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), woman-owned, small disadvantaged and/or disabled veteran-owned concern. EPA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner EPA determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. EPA will review said information and safequard it accordingly.The Government will not pay for any information that is provided in response to this announcement, nor will it compensate any respondents for the development of such information. All capability statements shall be submitted electronically to the e-mail address at basu.cathy@epa.gov no later than 3:00 p.m. (EST) on Wednesday, July 27, 2011.
